Two additional candidates have thrown their hats into the ring for the city council race this fall. Peter Jovanovich, husband of Rye Record publisher Robin Thrush Jovanovich, and Suzanna Keith, declared their candidacy this afternoon. They are both pursuing the Republican ticket. There is no mention in the announcement of former Rye cop Tim Chittenden who is also seeking the GOP ticket.

Keith, Jovanovich to Run on Slate with French

This week, Suzanna Keith and Peter Jovanovich announced their candidacy for City Council. Both are longtime volunteers in the community. Keith is a founding member of the Environmental Advocacy Group of Rye (EAGR) and was a past chair of The Twig Inc. Jovanovich is a member of the Board of Architectural Review and treasurer of the Friends of Rye Nature Center.

“Many of our citizens, from young families to empty-nesters to seniors, are struggling to live in Rye,” said Keith. “We must find a way to reduce our tax burden so Rye is sustainable.”

Jovanovich believes: “Rye faces serious economic issues, and yet our government has been slow to act. What is needed is a sense of urgency and decisiveness on all fronts.”

Keith and Jovanovich support Douglas French's candidacy for Mayor and expect, along with French, to receive the Republican nomination. This week, the Independence Party formally endorsed French, Keith and Jovanovich for Rye City Council.

Peter Jovanovich, 60, is President and Chairman of the Alfred Harcourt Foundation, which gives college scholarships to disadvantaged students, and works with them and the colleges to ensure high graduation rates. Jovanovich retired as CEO of Pearson Education, the world's largest educational publisher, after a 32-year career in book publishing. He graduated from Princeton University with a degree in English.

Suzanna Keith, 42, has an MBA in Marketing and International Business from New York University. For the past eleven years, she has run her own marketing consulting firm focusing on new product launches and business development of consumer brands ranging from $5 million to $500 million in size.

Four seats are up for election this fall, including Mayor.

Maybe they could also try and get the council meetings moved to MyRye.com like Mr. Sack tried to do. Can’t wait to see the circus Rye will become if these Republican turds are elected.

    Thanks for sharing – you’ve confirmed my assessment of your inability to add any meaningful contribution. People like you will always be whining about who’s on the council and what they’re doing, even if it’s good for the city. If we had Mayor Washington leading Lincoln, FDR, Jefferson, Reagan, Roosevelt and Kennedy, you’d still be complaining about something. If you are so unhappy with the choices, why don’t you join the race and clean up the mess yourself? Or are you just an axhole of evil?

We need Otis to be elected to another term with the same Council minus Joe Sack.

  17. As a first time contributer to myrye I would like to say that at first I admired what Ray was trying to do. Nobody wants to see or community (L.I. Sound) be polluted. I now see Rays mobile bulliten board as a problem. I see the car parked in a school zone where it it taking up spaces for our kids who need a parking spot at school, It is left at numerous spots and personally I think you have become what you are trying to fight. I applaud the local police for ticketing and towing your eyesore. Lose the car and I think you might get some people on your side. My 2 cents

You will see Mr. Tartaglione talking about collecting rainwater on Hen Island. Replay it a couple times so you really get a good feel for what he is saying. I’ll paraphrase it for you. What Mr. Tartaglione basically says is “Mr. Mayor, I take showers on Hen Island with water containing bird feces and I will continue to do so unless you stop me. Mr. Mayor, I have no responsibility for my life and am asking you, the CEO of Rye, to use the power of the gov’t to stop me from taking showers in water contaminated with bird feces”. If it wasn’t there as clear as day on tape you wouldn’t believe it. But there he is asking the Mayor to be a dictator and take over his life. What’s even scarier is that Joe Sack and the Republicans are on board with this way of thinking. The new candidates say Mayor Otis should heed Mr. Tartaglione’s pleas. Mr. Tartaglione’s ideas make Barack Obama look like a neo-con. You can’t make this shit ( the bird type) up. And you support him? I assume you’re OK with the results in Iran also?

  21. Joe Sack has already articulated the Republican platform. It will involve special investigations and myrye.com. Jovanovich is a self-proclaimed environmentalist. That’s a real Republican for ya. I am a Republican and this new Rye Republicanism is enough to make you puke. It’s the “environmentalist that have turned Rye into a “circus and laughingstock”, not Otis and the City Council. Scooter, I feel your pain but these candidates are not Republican. The Mayor and the Council are the REAL republicans. They respect property rights, as demonstrated by their respect for the Gates’s rights. They also dealt with Mr. Floatie the only way they could, with patience. They deserve to stay on and to the work of the city.     Maybe you didn’t understand what I was saying, so I will try to say it in simpler terms. I don’t own the property on Hen Island and because of that, I cannot drill a well or install compliant septic systems or hook up to the city water or city sewers. Some would like the citizens of Rye to believe that I am asking the city to pick up the tab for the necessary changes on Hen Island. That is completely wrong. Any and all work should be and is the responsibility of Hen Island and its residents. The reason we are in this situation is because the City of Rye has never required Hen Island to comply with the building, health or safety codes in Rye.
    Frank Culross took the first giant step last month in fixing some of the problems on Hen Island and I believe he would have gone much further if Otis were not tying his hands.
    Otis would like everyone to believe that Shew was the problem. (Shew was just the sacrificial lamb) He is the problem and he is the one avoiding being responsible and avoiding communicating. He lacks the ability to say, sorry we made a mistake and this is what we have to do to correct it. That is the problem with Schubert. That is the problem with Amico. That is the problem with the police. That is the problem with the Fire Department and that is the problem with Hen Island. With Otis running Rye we will have these problems over and over again only the names and complaints will change. I believe they fought Mr. King until they realized there was money to be made in another lawsuit. (There is a lot of money being moved around in litigation and settlements in Rye) millions of taxpayer’s dollars
    Look at what is going on in this city with Otis in charge. It wasn’t too long ago that everyone in Westchester looked at Rye with envy. Look at what they say now, and you can thank the good Mayor Otis for that.

I’m not sure YOU understand. Stop being so stubborn. There are alternatives, you just keep ignoring them. You could remove your rainwater cisterns and bring your potable water out there with you. That is a totally accepted practice in NYS. I’m not sure what more you need to do. It’s a simple solution for a simple way of life.

    The City’s hired hydrologist Kevin Philips and the city’s former naturalist Chantal Detlefs have both publically testified that the Gates property is A WETLAND. That’s not in dispute and that’s not a casual definition tossed about by unscientific sources.

    New water draining devices – a drywell, subsurface piping and other things – were installed in A WETLAND on the Gates property without any city wetland permit, without proper soil analysis and testing, without proper construction documentation, without proper construction inspection and seemingly without reference to any wetland laws on the city’s books. Both the Planning Commission and the CCAC were completely circumvented in this matter.

    The immediate result was downstream loss of groundwater flow to a historic swamp now pond whose owner did his best to notify the city while the Gates construction was in progress that an environmental accident was occurring and his property was being damaged. He was and has been rebuffed ever since. And the former pond has become a health hazard because of its virtual stagnation. The city council has now spent dozens of hours to uncover these facts. The question is what will they do with them.

    Congratulations, Axis, you have solved the Hen Island issue.

    Ray, these solutions are legal, cost effective and easy to implement. Convert your waste system to a composting or self contained toilet, empty your rain barrels and fill them with fresh water. Now, you have no fear of polluting the Sound or of washing in bird feces.

    Solicit your neighbors to install the same toilets. If they choose to continue to wash in rainwater, that is their business and will not affect anyone else.

    If you get on board with this, Ray, you can make it happen.

  37. No sooner than I posted the info about the new movie coming out July 4th weekend I got a phone call from an executive at Paramount saying my information is incorrect. He said that Paramount hadn’t decided on a name for the movie yet. He said it would be a docu-drama based on the real life events in Crye. He said the marketing team is leaning toward “The Crying Game” as the name but names like “Tear Hunter” and “Crye Noon” have been tossed around. The executive also said that the docu-drama was a challange to make because the director was trying to balance realism and drama while shooting the movie. He said the director had to move the location of the film to Shanghai because no audience would believe that the amount of crying going on in Crye was produced by a community of only a couple thousand residents. The director believed that a city of 50 -60 million would be needed to produce as much crying and that was his reason for the location change. The director also said it was the first time he took dramatic license to REDUCE the real life crying. He said movie goers would just walk out of the theater if he left the amount of crying that actually exists in Crye in the film. He said much of the real life crying was left on the editing room floor. The executive said that Paramount didn’t want to produce another Jurassic Park where all the actors did for the whole movie was cry and scream which caused audiences around the world to shove cotton in their ears during the movie. He also said that when the director first arrived in Crye to get a first hand feel for what was going on, he fell speechless for days. The director actually became mute and needed to attend therapy sessions to restore his speech.

    Whether or not any Otis followers admit to it or not everyone knows this whole Schubert thing was Fudged from the very beginning. A lie leads to a lie leads to a lie. This is like a water leak that just has no end. We pay for the Phillips hydrology report without a dye test. I mean really-
    THIS GETS MORE PATHETIC BY THE MINUTE. Now there is no chance of a dye test. The Gates have every right to deny access- in my opinion they are definitely hiding the truth. I am sure glad they are not my neighbor(if neighbor is what they call them selves).

  40. When is the President of Heal the Harbor going to remove his sess pool that I assume is still there being used and, according to Heal the Harbor, polluting the Sound? Why is the President of Heal the Harbor still taking showers in bird feces water? Why doesn’t he remove his rain water cisterns and bring out fresh water to bath in from the mainland? Anyone know the answer to these basic questions?

We all know that the City of Rye has since found and issued violations for serious building and safety codes. I would say it was a cover-up from the beginning and you can read the proof below. The truth will soon be told about the sewage and septic systems. Mayor Otis has and is still covering up the Hen Island controversy. I wouldn’t vote for a polluter enabler for a Mayor but the Hen Islanders that want to continue their barbarian ways would.

    On July 17th, 2007, the City of Rye Building Department inspector, Vincent Tamburro, Ron Gatto, Westchester’s lead investigator on The Westchester County Environmental Enforcement Unit and The Westchester County Health Department Sanitarian, Matthew Smith conducted an inspection/investigation on Hen Island.

    Vincent Tamburro, as well as the other officials, agreed on the many volatile violations present on Hen Island. The only questions at the time were who the lead agency would be and to whom the County legal department or the City of Rye would issue summonses to, the homeowners or the corporate owners (Kuder Island Colony Inc).

    It was evident that the violations were present and serious. (Westchester County Environmental Security Specialist, Steven Carol documented this investigation in video).

    At the time of the investigation, Mr. Tamburro was given a list of building and safety code violations in addition to the sewer, water and mosquito infestation complaints. The list included items such as a staircase with a missing rail, rodent infestations, electrical and propane systems installed improperly, new wall construction, wall expansions, new walkways, debris being used as fill in the buffer zone, steel buried on the beaches for erosion control and sea walls installed below the high-tide water line, all completed without any permits from the required agencies.

    After the investigation, Mr. Tartaglione contacted the building department to inquire why the City of Rye had not answered his complaint. He was given the response that “The city attorney’s instructions were not to respond in writing to any of the complaints with regards to Hen Island.”

    Following his conversation with the building department, Mr. Tartaglione e-mailed a letter to Mayor Steven Otis and the city council. To date, the only answer he has received as to the violations was as a result of reading the comments in local newspapers.

    Assistant City Manager Scott Pickup said, “The City feels that the Island has complied with everything that has been asked of it by the City’s building department based on recent inspections over this summer.” (Ref: Rye Sound Shore Review September 21st, 2007)

    Paul Shew, Rye’s city manager, also questioned the validity of Mr. Tartaglione’s claims. Mr. Shew said, “No violations were found when Rye’s building inspector, along with county health and environment officials, inspected the island in July.” (Ref: New York Times September 9th, 2007)

    Mr. Shew added, “The city building inspector had last visited Hen Island in July with county Health Department officials and members of the county environmental police. No health violations were observed.

    ” It’s private property. We have to get permission to go on-site,” Shew said. “If there’s something that comes to our attention, we’ll look at it.”

    I don’t really have an opinion one way or the other re: Hen Island, but I will tell you this: Ray is a POS for parking his car near the church because he has an issue with the City of Rye. PARK THE PHUCKING CAR AT CITY HALL!!!

    This NYS code was added because there are 10’s of thousands of structures all over NYS that meet this description. Note that thy are allowed anywhere in the state except NYC. There are actually other people in this world who like living the way Hen Islanders live! If you read it you would think that it is talking about Hen Island specifically. It describes Hen Island perfectly. All Rye has to do is restore the zoning that Hen Island fell under when the initial zoning was first done in Rye back in the 50’s. All of the houses over by Playland and Oakland Beach were initially zoned Seasonal when zoning was implemented in the 50’s. Hen Island was also zoned Seasonal initally. When those houses on the mainland over by Oakland Beach were changed to be zoned residential, Hen Island, instead of being left as seasonal zoning, was zoned Non-conforming Residential. Below is the updated code bulletin. If Hen Island was reclassified in accordance with this bulletin, like it should be, much of your confusion would disappear.

    APA hunting and fishing cabins can be used anywhere in the state ( not NYC). The bulletin specifically states no electricity and may contain gravity water systems. U occupancy does not have plumbing requirements.
    BCNYS 312.1 General. Buildings and structures of an accessory character and miscellaneous structures not classified in any specific occupancy shall be constructed, equipped and maintained to conform to the requirements of this code commensurate with the fire and life hazard incidental to their occupancy.

    A “hunting and fishing cabin” is defined, in the regulations of the Adirondack Park Agency (APA), as “a cabin, camp or lean-to or other similar structure designed for occasional occupancy for hunting, fishing, or similar purposes.” These buildings are not “single family dwellings” in the APA regulations. These structures do not have connections to public utilities, i.e., no commercial electric power, no telephone service, no pressurized water system and no onsite waste water treatment system (septic) or sewer.
    Building Code of New York State (BCNYS) defines the term dwelling unit as “A single unit providing complete, independent living facilities for one or more persons, including permanent provisions for living, sleeping, eating, cooking, and sanitation.” Hunting and fishing cabins in New York State are designed for occasional use and meet the described definition. Gravity water systems for potable water, solar panels or propane/gas electric systems, gray water systems, chemical toilets, and sanitary pit privies are permitted.
    It is the opinion of the Division of Code Enforcement and Administration that a building meeting the APA definition of hunting and fishing cabin is classified most appropriately as Group U occupancy by the BCNYS section 312.1. The BCNYS provides that buildings classified as Group U occupancy shall comply with provisions relating to the adequacy of the structural system. Such buildings may be constructed on properly designed foundations of concrete blocks or on piers. BCNYS section 1103.2.5 exempts U occupancy buildings from its provisions for accessibility by physically disabled persons. There are no fire protection equipment requirements; however, section 508.1 exception 3 of the Fire Code of New York State (FCNYS) provides that buildings classified as Group U occupancy be at least 50 feet from the property lines. Such buildings are classified as “low energy use” buildings by Energy Conservation Construction Code (ECNYS) section 101.4.11 or as “renewable energy usage” buildings by ECNYS section 101.4.1.2, as applicable.

    A hunting and fishing cabin conforming to the requirements of this bulletin can also be constructed outside the Adirondack Park.

    Mayor Otis has his own set of rules when it comes to enforcing the law. You may get this passed working for the Otis administration but I doubt it would fly in any other community in Westchester. You really have to read what the regulations state before you post it. Try twisting some other laws it fit your needs. In the 1920 you could have called them campsites but when you start spending $90,000.00 to construct a wall and to enlarge a patio (Molloy Cottage) and $300.000.00 to construct a new Cottage (Ederer cottage) and 135,000.00 on legal fees to allow you to continue to pollute the Sound and endanger the residents it’s hard to say they are fishing cottages. You could have fixed the problems already. A half of million dollars goes a long long way. I hope the City understands that that whatever fines are imposed for building the $90,000.00 illegal wall that the fines will be split between thirty four homeowners. Maybe if they impose some heavy fines they will make everyone understand that they need permission to do work on the island. If the rules and codes were followed we wouldn’t be in this mess, neighbors.

    And in case anyone now wants to try and discredit Chantal, please remember that the city’s own specially hired “expert hydrologist” – Kevin Philips – also testified publicly that the Gates property was a wetland. And Philips WAS granted access to the property.

    You bring up an excelent point that illustrates why Otis is a good Mayor. First, no one is for trashing the environment BUT overlaying environmental laws over existing private property is a delicate issue. Otis knows this and proceeds carefully. Labeling an area of land in Rye “wetlands” where houses already exist and need to be maintained is a tricky situation. This is where the “environmental terrorists” spin their tangled web. Strapping the Gates with “clay soils so it must be wetlands” is a despicable tactic. Those houses have been there for decades and have been allowed drywells. To deny maintenance because now they are supposed wetland is not good policy. They can be encouraged to do the right thing but it’s their property and they paid MILLIONS for it. Otis seems to handle these cases brilliantly.

    And this may have started out as a simple dispute between neighbors, but just as an untreated scratch can lead to gangrene and the loss of a limb, an unresolved complaint against the city, with or without merit, can poison the public trust of elected officials. Steve has done a horrible job in addressing the complaint of a resident, and has opted to ignore Schubert in the hopes that Bob would lose heart and slink away. Guess what? Didn’t happen.   131. According to Tedc, Mayor Otis is the Allah of Environmental Scripture in Rye. He wrote the laws and, according to Tedc, those laws should be followed to the letter. No exceptions, even for property that has existed for decades. The problem, is that Tedc’s psychosis is showing through. Tedc, as a disciple of Allah’s ( Mayor Otis) laws, is interpreting the scripture more strictly than Allah himself. It reminds you of the Crusades when there was mass killings in the name of Jesus Christ. Would Christ ever have agreed to such behavior? Allah himself is trying to stop this sick interpretation of his own laws but it seems futile. Tedc, Heal the Harbor, NTOUCH and Scooter all seem to have their own interpretations of Otis’s environmental scripture and continue to use their twisted interpretation to terrorize Crye. It is identical to Al-Qaeda’s interpretation of Islam. These disciples follow their own interpretation religiously. How can we stop these mentally deranged people from destroying Crye? It will be hard. Why do they chose to do this? Mostly, because they feel they won’t wind up in environmental heaven where they can have sex with any drywell of their choosing. As we speak there is another disciple of environmental laws now running for Town Council and his wife is speading the twisted version of Allah’s laws in the community newspapers. Stay tuned.     Additionally, he refuses to move to a greener solution when it comes to his waste. The only solution Heal the Harbor has put on the table is dredging across wetlands to put in a sewer pipe that would take all the waste on Hen Island and pump it to Mamaroneck where it would be mixed with poisonous chlorine and dumped into the Sound. Heal the Harbor also is for using the water from our reservoirs instead of recycling rain water. We also know that living arrangements on Hen Island are accepted and protected by NYS (except NYC).

As far as recycling rain water, you are confusing recycling rain water for gardening or sewage systems, which I am all for however you need potable water for domestic use no if and or butts (pun intended). Only solutions for the water issues are desalination, drill a well or hook up to city water. I think you should stop the propaganda and fix the problems. I am happy to hear that there are now two composting systems and one incinerating toilet that are no longer polluting the Sound.     “Did anyone see the massive schools of dolphins on the Sound this weekend?
    Hundreds of dolphins have been swimming together in Long Island Sound, leaving witnesses in awe of the unusual occurrence.
    New Rochelle’s harbormaster, Salvatore Gugliara, said the dolphins neared New Rochelle on Saturday and were swimming about a half-mile from the city’s Davenport shore.
    “It’s totally unusual,” Gugliara said. “You might get one or two that cruise through the Sound, but to get this amount of dolphins here is really unprecedented.”
    Charles Bowman is president of Riverhead Foundation, a Long Island-based group researching and rescuing sea mammals in the state. He agreed that the appearance of coastal bottlenose dolphins in the Sound was unusual.
    He credited their arrival to an influx of fish in the INCREASINGLY CLEANER SOUND.
    “They’re feeding on some pretty significant schools of menhaden herring that are up in the Sound,” Bowman said. “They follow the food. It’s kind of like kids towards McDonald’s.”
    He added that MENHADEN HERRING LIVE IN CLEAN WATERS and COULD BE COMING TO THE AREA IN LARGER QUANTITIES AS THE SOUND’S WATER QUALITY CONTINUES TO IMPROVE.”

    So I guess the thousands of gallons of raw sewage that Hen Island supposedly produces is not enough to reverse the INCREASINGLY CLEANER SOUND.
