Do we have a wave of pre-election transparency? Sounds good to us. It looks like "Open Mic" has moved back up to the top of the line-up after having been placed in a further down "late night" spot, causing any vocal citizen to wait a long time to be heard.
And, in the wake of various complains about various "special meetings" not being broadcast and archived on the Internet (see the MyRye.com report) council will "consider" and hopefully vote on a resolution "to televise all public meetings of the City Council including regular meetings, special meetings, and workshops".
Highlights:
- Open Mic. Residents may be heard who have matters to discuss that do not appear on the agenda.
- Flood Updates: Public Information meeting regarding the proposed improvements to the Theodore Fremd Retaining Wall and Consideration to set a public information meeting on October 7, 2009 regarding the replacement of the Central Avenue Bridge.
- Rent Due. Report from the Corporation Counsel's Office regarding research on rent control
legislation. - Transparency? Consideration of a resolution to televise all public meetings of the City Council including regular meetings, special meetings, and workshops.
- Land Ho! Three appointments to the Boat Basin Commission, by the Council, for two-year terms expiring January 1, 2012 and Designation of one member to the Boat Basin Nominating Committee.
- Par Five. Five appointments to the Rye Golf Club Commission by the Council: three appointments for three-year terms expiring January 1, 2013 and two appointments for a one-year term expiring January 1, 2011 and Designation of one member to the Rye Golf Club Nominating Committee.
- Rye Stimulus Package Bid Awards for the Brevoort Lane Pump Station Pump Retrofit (Contract #2009-05) and for two Diesel Generators for the Department of Public Works (Bid #3-09).
- TNT. One appointment to the Traffic & Transportation Committee to fill a term ending January
1, 2012 by the Mayor with Council approval. - RFD. Approval of the election of a new member to the Rye Fire Department.
The next regular meeting of the City Council will be held on Wednesday, October 7, 2009.
Like most environmental issues in Rye Otis didn’t think thru the open mic positioning order. He thought it would discourage Mr. Floatie and I from waiting but what he didn’t figure was that he would have to look @ a Jackass and an 8 foot turd, until almost the end of the agenda.
In any event we are getting to like the meetings and may decide to stay late in the future regardless of the batting order.
Maybe Mayor Otis will change his mind before November and have the sewage and potable water violations on Hen Island enforced in an effort to save face with the citizens concerned with the environment.

Ray’s a taxpayer linus – just like me and maybe even you. Taxpayers don’t want dirty water and they don’t believe you represent the truth about the pictures they see on Ray’s website. Did Ben clean up the island this summer? I hope he at least started like he promised all of us. And does the island support the deployment of thugs with iron bars to commit felonies in the residential districts of Rye? I hope not.

Let’s play out a scenario here just for laughs. Let’s suppose that the City of Rye or some other government agency requires and enforces potable water to Hen Island.
1) How are you going to get it there? (There is an easement through Greenhaven)
2) Who is going to pay for it ?
3) How and who is going to maintain it ?
4) Will the line be buried below the frost line ? If so, how will that be accomplished ?
6) Will there be distributionb of said water to the individual cottages ?
The real question here is who is going to pay for such engineering feat ? If all the owners are required to bear the cost of installation and maintainence, only the very well-to-do will be able to afford property on the Island hence Tartaglione,Barotz,Iodice will own the island because they will be the only ones who can afford it. This potable water thing is nothing more than a backdoor land grab by making it so expensive that no one other than the aforementioned few will be able to afford it.
I have asked before in another post for Mr. Tartaglione to put forth some ideas on how to deal with the potable water issue. To date, I have received no response. Instead of complaining about the problem, why not put forth some answers

The right way would be to bring in water and sewage thru the easement in place, that cost would translate to about 1500.00 per year per household and it can be financed as any other co-op in need of necessary major repairs. If you would like to go the less expensive way you can drill a well in three sections of the island and maintain it as you would in any of the homes that presently use well water. That should run about 200.00 per household per year till the loan was paid off. Wells can be used and easements can be exercised. This is 450 feet from the shores of Rye not two miles from utilities. This is no engineering feat it is a walk in the park. Every home has to deal with these issues why should you be any different? Because you got away with it for years? This is not about land grabbing it is about health, safety and protection of the environment. There is no price that you can place on that and all you seem to care about is what is in your pocket not what happens to our children or our waters. Instead of crying you should do a little homework. But what do I know I am only a jack-as*.

Ray, are there any permits, studies, etc required to utilize the easement, or does the easement grant this already?
First glance at this picture from the current Rye Record and I thought it was the long lost or surely misplaced GATES WETLAND PERMIT that Mayor Otis and Councilman Cunningham had finally finally dug up.
But sadly, no.
It’s just some redistributed money from out of town coming in to do the much delayed repairs we used to finance ourselves. Remember when we spent money prudently here in Rye?
