EAGR to Run, Aiming to Improve Rye’s Record, Two Join Council Race
Two additional candidates have thrown their hats into the ring for the city council race this fall. Peter Jovanovich, husband of Rye Record publisher Robin Thrush Jovanovich, and Suzanna Keith, declared their candidacy this afternoon. They are both pursuing the Republican ticket. There is no mention in the announcement of former Rye cop Tim Chittenden who is also seeking the GOP ticket.
MyRye.com will have more in the coming days. Their press release follows:
Keith, Jovanovich to Run on Slate with French
This week, Suzanna Keith and Peter Jovanovich announced their candidacy for City Council. Both are longtime volunteers in the community. Keith is a founding member of the Environmental Advocacy Group of Rye (EAGR) and was a past chair of The Twig Inc. Jovanovich is a member of the Board of Architectural Review and treasurer of the Friends of Rye Nature Center.
“Many of our citizens, from young families to empty-nesters to seniors, are struggling to live in Rye,” said Keith. “We must find a way to reduce our tax burden so Rye is sustainable.”
Jovanovich believes: “Rye faces serious economic issues, and yet our government has been slow to act. What is needed is a sense of urgency and decisiveness on all fronts.”
Keith and Jovanovich support Douglas French's candidacy for Mayor and expect, along with French, to receive the Republican nomination. This week, the Independence Party formally endorsed French, Keith and Jovanovich for Rye City Council.
Peter Jovanovich, 60, is President and Chairman of the Alfred Harcourt Foundation, which gives college scholarships to disadvantaged students, and works with them and the colleges to ensure high graduation rates. Jovanovich retired as CEO of Pearson Education, the world's largest educational publisher, after a 32-year career in book publishing. He graduated from Princeton University with a degree in English.
Suzanna Keith, 42, has an MBA in Marketing and International Business from New York University. For the past eleven years, she has run her own marketing consulting firm focusing on new product launches and business development of consumer brands ranging from $5 million to $500 million in size.
Four seats are up for election this fall, including Mayor.
We can never have too many special invectigations as long as Republicans like Joe Sack are around! These Republicans seem to be following in his footsteps. Maybe they could also try and get the council meetings moved to MyRye.com like Mr. Sack tried to do. Can’t wait to see the circus Rye will become if these Republican turds are elected.
Axis of Evil –
Thanks for sharing – you’ve confirmed my assessment of your inability to add any meaningful contribution. People like you will always be whining about who’s on the council and what they’re doing, even if it’s good for the city. If we had Mayor Washington leading Lincoln, FDR, Jefferson, Reagan, Roosevelt and Kennedy, you’d still be complaining about something. If you are so unhappy with the choices, why don’t you join the race and clean up the mess yourself? Or are you just an axhole of evil?
I am with you Scooter. Does Hen Island really have any problems? Is there any hard evidence the harbor is polluted? NO! And as far as I am concerned if people want to use the water collected on their roofs let them take a guano bath, thats their choice. That is Bermudas entire way of getting water and they don’t complain.
Did that jackass move his car from in front of the church yet?
Could you please move your car from the front of Resurrection Church? It is very distasteful. There is no need for these types of childish games.
[I decided to take a page out of Ray’s playbook — I am going to hijack every thread – regardless of topic – and post this message.]
Peter Jovanovich wow theres a change! all you have to do is read his articles in the ryerecord and see what side he is on!
Claremont Baby!
Might that be on the side of good government, non selective enforcement of environmental laws, respect for police and firefighters, the flexibility to test a new stop sign or two, the abhorrence of constant litigation and obscene and climbing legal fees, the focus on cutting the size of government rather than whiffing each year on controlling city spending – if that’s the side he’s on, then can we have a few more of him right now please?
On the side of police and fire? How so?
Scooter,
I would feel your pain. I would feel like a loser too if my candidtaes were running on a platform communicated by Joe Sack. This town also doesn’t need another self proclaimed environmentalist. All environmentalists do is try and erode your personal property rights thru regurgitation of environmental laws. Eventually you end up with absolutely no rights and the environmentalists controlling your life. Just take a look at the Schuibert and Tartaglione cases. We need Otis to be elected to another term with the same Council minus Joe Sack.
Axis,
THNX FOR THE CONFIRMATION………………………………… YOU ARE DEFINITELY A COMPLETE AXHOLE!!!
Could you please move your car from the front of Resurrection Church? It is very distasteful. There is no need for these types of childish games.

Act with Pride,
TRY DOING SO!!!
I am.
It is a disgrace that his car is parked in front of a house of worship. There was a beautiful wedding there on Saturday. Imagine the bride pulling up and seeing that car there.
I haven’t given my thoughts one way or another as to the Hen Island issues; just want a little decency.
Agree?
Tow the car AGAIN! No rules about abandon vehicles on public street?
Come on RPD, it is on the POST Rd!
AWP,
Everyone is entitled to his/her opinion. I am not responding to your opinion….. my request is based on your retaliation in “hijacking every thread” seems a bit elementary like….. What are we in 3rd grade???? You obviously are not a FAN of what Ray is trying to accomplish….usually when I don’t agree with someone the last thing I will think of doing is matching that individual.
I see no pride in your actions.
You make a good point.
NTOUCH, how come you haven’t responded in kind when you (um, I mean Ray) hijacks every thread.
Nevermind, that one is easy to figure out.
Keep it up, Act with Pride, you are getting under his skin.
Hey clueless – Keepin it real,
Definitely not getting under my skin and most definitely not Ray. I tell it like it is and often sign on with my real name. What I said, like everything I say is real. I am not Ray & don’t see a problem being Ray. You shuold try being as genuine as Ray. You don’t have to like his tactics but you can’t ignore him. He is fighting for something real & getting results.
NT TOUCH aka Ray

Otis should go. Mayor Otis is the reason we have Mr. Floatie in the first place. He is a polluter enabler. He is the real embarrassment to Rye. If he would have enforced the laws and codes on Hen Island instead of telling city officials to negate them, Mr. Floatie would never been a factor in the first place.

Why do you bother with serving with this complete axhole Tartaglione running around when the sole purpose in his pathetic existance is to hassle you? You must be sadists…
Can we hold an election to get rid of him?

NTOUCH,
Have you noticed that I only respond to their legitimate questions and don’t address their personal attacks? When people attack you personally it’s because they can’t address the real issues. The more they do it, the more everyone understands who and what they represent. Ever notice the polluters never use their names.
As a first time contributer to myrye I would like to say that at first I admired what Ray was trying to do. Nobody wants to see or community (L.I. Sound) be polluted. I now see Rays mobile bulliten board as a problem. I see the car parked in a school zone where it it taking up spaces for our kids who need a parking spot at school, It is left at numerous spots and personally I think you have become what you are trying to fight. I applaud the local police for ticketing and towing your eyesore. Lose the car and I think you might get some people on your side. My 2 cents

Lose the car and you’ll support him? Are you out of your mind? Go to http://www.ryeny.gov/rctv.hm and look at part 1 of the last Council meeting. Forward to 1 hour 08 min into it. You will see Mr. Tartaglione talking about collecting rainwater on Hen Island. Replay it a couple times so you really get a good feel for what he is saying. I’ll paraphrase it for you. What Mr. Tartaglione basically says is “Mr. Mayor, I take showers on Hen Island with water containing bird feces and I will continue to do so unless you stop me. Mr. Mayor, I have no responsibility for my life and am asking you, the CEO of Rye, to use the power of the gov’t to stop me from taking showers in water contaminated with bird feces”. If it wasn’t there as clear as day on tape you wouldn’t believe it. But there he is asking the Mayor to be a dictator and take over his life. What’s even scarier is that Joe Sack and the Republicans are on board with this way of thinking. The new candidates say Mayor Otis should heed Mr. Tartaglione’s pleas. Mr. Tartaglione’s ideas make Barack Obama look like a neo-con. You can’t make this shit ( the bird type) up. And you support him? I assume you’re OK with the results in Iran also?
Flush
Flush and Flush
Mr. Tartaglione,
When are you going to get rid of your rainwater cisterns? When are you going to get rid of your sess pool? Are you waiting for the gov’t to do it for you or are you gonna take reposibility for your own life and leave everyone else alone? You know, Bob Schubert was over in Okinawa fighting for the preservation of America’s liberties and to fight under fascism. Now, Bob Schubert is one of the biggest supporters of gov’t intervention in American’s private property rights. Did he forget why he landed on Okinawa over 60 yeras ago? Do you know why he was sent there? He was there fighting for our individual freedoms. I can’t even fathom what is going on in Rye right now. Thank God we have Mayor Otis and the current Council, sans Jow Sack, keeping the American dream alive.
NTOUCH,
You support gov’t control of your personal decisions? Sure looks that way.
Axhole of Evil:
I love how you have already branded the Republicans. Way to keep your mind open! Can you tell me where they’ve stated Otis should heed Ray’s pleas?
Otis is “keeping the American dream alive”? When did the American dream become a circus and laughingstock? Perhaps you meant American nightmare – a totally ineffectual government that fails, again and again, to address the needs of the people.
Joe Sack has already articulated the Republican platform. It will involve special investigations and myrye.com. Jovanovich is a self-proclaimed environmentalist. That’s a real Republican for ya. I am a Republican and this new Rye Republicanism is enough to make you puke. It’s the “environmentalist that have turned Rye into a “circus and laughingstock”, not Otis and the City Council. Scooter, I feel your pain but these candidates are not Republican. The Mayor and the Council are the REAL republicans. They respect property rights, as demonstrated by their respect for the Gates’s rights. They also dealt with Mr. Floatie the only way they could, with patience. They deserve to stay on and to the work of the city. Can you imagine if Joe Sack and these “republican” candidates were running the city? It would be a “circus”.
Scooter,
BTW, some environmental committee voted to make someone on Hen Island take down a wall they repaired to protect their property. Another example of the “environmentalist” throwing personal property right to the wind in favor of some irrattional environmental code. It’s out of hand. I love the environment and want to preserve it but when it becomes environmental terrorism, I have no tolerance for that.
Scooter,
You want a simple way of making the gov’t more effective? It’s already been suggested. Put all business not on the agenda at the end of the Council meeting. If the issues sre important enough, then make them an agenda item.
Hey Axis of evil, where in my comments did it say “I” would support him. All I was getting at was if he stopped leaving his piece of s%#t car all over the place people would be less inclined to call him an ass. Personally I don’t appreciate him leaving it all over the place.
Axis of Evil,
Maybe you didn’t understand what I was saying, so I will try to say it in simpler terms. I don’t own the property on Hen Island and because of that, I cannot drill a well or install compliant septic systems or hook up to the city water or city sewers. Some would like the citizens of Rye to believe that I am asking the city to pick up the tab for the necessary changes on Hen Island. That is completely wrong. Any and all work should be and is the responsibility of Hen Island and its residents. The reason we are in this situation is because the City of Rye has never required Hen Island to comply with the building, health or safety codes in Rye.
Frank Culross took the first giant step last month in fixing some of the problems on Hen Island and I believe he would have gone much further if Otis were not tying his hands.
Otis would like everyone to believe that Shew was the problem. (Shew was just the sacrificial lamb) He is the problem and he is the one avoiding being responsible and avoiding communicating. He lacks the ability to say, sorry we made a mistake and this is what we have to do to correct it. That is the problem with Schubert. That is the problem with Amico. That is the problem with the police. That is the problem with the Fire Department and that is the problem with Hen Island. With Otis running Rye we will have these problems over and over again only the names and complaints will change. I believe they fought Mr. King until they realized there was money to be made in another lawsuit. (There is a lot of money being moved around in litigation and settlements in Rye) millions of taxpayer’s dollars
Look at what is going on in this city with Otis in charge. It wasn’t too long ago that everyone in Westchester looked at Rye with envy. Look at what they say now, and you can thank the good Mayor Otis for that.
Ray Tartaglione
Its over
Flush
Mr. Tartaglione,
You write “I cannot drill a well or install compliant septic systems or hook up to the city water ”
If you brought a porta-potty out to Hen Island every time you went out there you would have a compliant sewage solution. Composting toilets are BOH approved for use in Westchester. I’m not sure YOU understand. Stop being so stubborn. There are alternatives, you just keep ignoring them. You could remove your rainwater cisterns and bring your potable water out there with you. That is a totally accepted practice in NYS. I’m not sure what more you need to do. It’s a simple solution for a simple way of life.
Mr. Tartaglione writes: “The reason we are in this situation is because the City of Rye has never required Hen Island to comply with the building, health or safety codes in Rye.”
No, the reason Hen Island is in this situation is because of you. Rye didn’t initiate this whole debacle. You did and I’m not sure what really has changed out there? Seems like the same place to me.
Wow,
I just printed most of the writings from Axhole and now I will use them to wipe my ass.
Not sure what world or rock all you present council supporters are living under. You definitely need some smelling saltz!!!
Did anyone pay attention to the Schubert discussions the other night??? All night the council was supporting doing a Dye Test when all along they knew they will never get access to the Gates Property to do so!
COME ON………….. I’m sure most of you are highly educated but try applying a little common sense!
Common sense is knowing the Gates have rights. There was an older gentleman there the other night and I thought he was on the verge of recommending getting the national guard to invade the Gates’s property and secure the drywell for inspection and dye testing.
NTOUCH writes:
“Wow,
I just printed most of the writings from Axhole and now I will use them to wipe my ass.”
That’s more use than I’ve gotten out of your posts.
Axis,
Wake up! I AM NOT suggesting someone invade their privacy or abuse their rights. Pay attention now.. I know this is difficult coming from someone with your intelligence. Q: Why do you think the entire council was on board in agreement with a Dye Test????
A: Because they knew in advance that under no circumstance will it ever be allowed.
BTW- The gap between the Question & Answer paragraph is for you to “READ BETWEEN THE LINES!!!
ARE YOU WITH ME YET????
A new motion picture is being released on 4th of July weekend. It’s called “Three Babies and a Man” starring Mayor Otis as the Man and you can fill in your 3 favorite Crye residents who never appear on the agenda but show up every Crye Council meeting slobbering all over themselves.
NTOUCH let’s see if the site facts might help here,
The City’s hired hydrologist Kevin Philips and the city’s former naturalist Chantal Detlefs have both publically testified that the Gates property is A WETLAND. That’s not in dispute and that’s not a casual definition tossed about by unscientific sources.
New water draining devices – a drywell, subsurface piping and other things – were installed in A WETLAND on the Gates property without any city wetland permit, without proper soil analysis and testing, without proper construction documentation, without proper construction inspection and seemingly without reference to any wetland laws on the city’s books. Both the Planning Commission and the CCAC were completely circumvented in this matter.
The immediate result was downstream loss of groundwater flow to a historic swamp now pond whose owner did his best to notify the city while the Gates construction was in progress that an environmental accident was occurring and his property was being damaged. He was and has been rebuffed ever since. And the former pond has become a health hazard because of its virtual stagnation. The city council has now spent dozens of hours to uncover these facts. The question is what will they do with them.
Congratulations, Axis, you have solved the Hen Island issue.
Ray, these solutions are legal, cost effective and easy to implement. Convert your waste system to a composting or self contained toilet, empty your rain barrels and fill them with fresh water. Now, you have no fear of polluting the Sound or of washing in bird feces.
Solicit your neighbors to install the same toilets. If they choose to continue to wash in rainwater, that is their business and will not affect anyone else.
If you get on board with this, Ray, you can make it happen.
Don’t think Ray would do that. Not enough controversy. Then what would he do? Where would he park his car?
Does anybody know if Ray ‘manned up” yet and moved his car from in front of the church?
Ted,
You and I know and understand all of this. Question is….. are these people Crye,Axis, and others really this Blind and Nieve? Usually(99.9%) most of the time when you follow a money trail eventually you will find the end or the beginning, and in between lyes the truth. Same goes for FACTS….. why are all of these arguementative losers fighting the FACTS. It is what it is! I don’t see the gain in all of this for the ones fighting against the truth. Am I crazy and the only one who can read between the lines? I sat in front of my TV for 4 hours(sad & true) to watch and hear these Pathetic Excuses for Councilmen(Leaders) repeat time after time that they are in full agreement to move forward with a Dye Test when all along it didn’t matter because they were told before hand it would never happen.
WHAT A F***ING JOKE!
And these Otis worshipers actually believe & fall for this crap. I didn’t know people could possibly be this stupid. HOLY SHIT!!!
No sooner than I posted the info about the new movie coming out July 4th weekend I got a phone call from an executive at Paramount saying my information is incorrect. He said that Paramount hadn’t decided on a name for the movie yet. He said it would be a docu-drama based on the real life events in Crye. He said the marketing team is leaning toward “The Crying Game” as the name but names like “Tear Hunter” and “Crye Noon” have been tossed around. The executive also said that the docu-drama was a challange to make because the director was trying to balance realism and drama while shooting the movie. He said the director had to move the location of the film to Shanghai because no audience would believe that the amount of crying going on in Crye was produced by a community of only a couple thousand residents. The director believed that a city of 50 -60 million would be needed to produce as much crying and that was his reason for the location change. The director also said it was the first time he took dramatic license to REDUCE the real life crying. He said movie goers would just walk out of the theater if he left the amount of crying that actually exists in Crye in the film. He said much of the real life crying was left on the editing room floor. The executive said that Paramount didn’t want to produce another Jurassic Park where all the actors did for the whole movie was cry and scream which caused audiences around the world to shove cotton in their ears during the movie. He also said that when the director first arrived in Crye to get a first hand feel for what was going on, he fell speechless for days. The director actually became mute and needed to attend therapy sessions to restore his speech.
I love it cry….
Ntouch:
Can you give us a brief summary (I know — redundant) of what you think should be done?
Just Wondering,
Whether or not any Otis followers admit to it or not everyone knows this whole Schubert thing was Fudged from the very beginning. A lie leads to a lie leads to a lie. This is like a water leak that just has no end. We pay for the Phillips hydrology report without a dye test. I mean really-
THIS GETS MORE PATHETIC BY THE MINUTE. Now there is no chance of a dye test. The Gates have every right to deny access- in my opinion they are definitely hiding the truth. I am sure glad they are not my neighbor(if neighbor is what they call them selves).
In my opinion: THERE SHOULD BE A FULL INVESTIGATION ON EVERYONE INVOLVED-AND I MEAN “EVERYONE”-PROPERTY OWNERS/COUNCIL/HYDROLIGISTS,CITY NATURALIST,CITY MANAGERS,ENGINEERS,CONTRACTORS,ETC. THEN THE PARTIES FOUND RESPONSIBLE FOR THE FUDGING SHOULD BE SUED AND HELD FULLY RESPONSIBLE FOR ALL CORRECTIONS IN NEED TO FULLY RESTORE THINGS TO THEIR ORIGINAL STATE IN 2006..
FTR…. I DON’T BELIEVE THE SCHUBERT’S HAVE TAKE ANY PART IN ANY WRONG DOING AND FULLY SUPPORT THEM BUT THIS THING NEEDS AN ENDING SO THE WORLD OF RYE CAN MOVE FORWARD.
Go to http://www.ryeny.gov/rctv.hm and look at part 1 of the last Council meeting June 10. Forward to 1 hour 08 min into it. If it wasn’t there on tape, as clear as day, you wouldn’t believe it. But there he is asking the Mayor to be a dictator, take over his life, and make all the decisions for him. Wow.
When is the President of Heal the Harbor going to remove his sess pool that I assume is still there being used and, according to Heal the Harbor, polluting the Sound? Why is the President of Heal the Harbor still taking showers in bird feces water? Why doesn’t he remove his rain water cisterns and bring out fresh water to bath in from the mainland? Anyone know the answer to these basic questions?
This is so true–Axis is on the money.
The below quote is from the HEALtheHARBOR.com homepage it is being used with the express permissions of Mr. Terry Backer the Executive Director for the Long Island Soundkeeper
“Suffice it to say, we have enough information to know that Hen Island sewage has only one place to go, and that’s into the Long Island Sound.”

Move the car from the church Ray. That is inappropriate and you know it. A place of worship is not the place for this–or a school for that matter.
Ray, any chance of you making a symbolic gesture and moving your car away from the church?
“Suffice it to say, we have enough information to know that Westchester sewage has only one place to go, and that’s into the Long Island Sound.”
There, that’s better and more accurate.
Who cares what Terry Backer says? Does Terry Backer know the President of Heal the Harbor still has a sess pool when there are alternatives which are more environmentally friendly? When are you going to remove your sess pool Mr. President or are you waiting for the gov’t to do it for you? How many “environmentalists” do you know that wait for the gov’t to lead the way?

The following is an excerpt from the website https://healtheharbor.com/ . It has been posted for over two years. We all know that the City of Rye has since found and issued violations for serious building and safety codes. I would say it was a cover-up from the beginning and you can read the proof below. The truth will soon be told about the sewage and septic systems. Mayor Otis has and is still covering up the Hen Island controversy. I wouldn’t vote for a polluter enabler for a Mayor but the Hen Islanders that want to continue their barbarian ways would.
On July 17th, 2007, the City of Rye Building Department inspector, Vincent Tamburro, Ron Gatto, Westchester’s lead investigator on The Westchester County Environmental Enforcement Unit and The Westchester County Health Department Sanitarian, Matthew Smith conducted an inspection/investigation on Hen Island.
Vincent Tamburro, as well as the other officials, agreed on the many volatile violations present on Hen Island. The only questions at the time were who the lead agency would be and to whom the County legal department or the City of Rye would issue summonses to, the homeowners or the corporate owners (Kuder Island Colony Inc).
It was evident that the violations were present and serious. (Westchester County Environmental Security Specialist, Steven Carol documented this investigation in video).
At the time of the investigation, Mr. Tamburro was given a list of building and safety code violations in addition to the sewer, water and mosquito infestation complaints. The list included items such as a staircase with a missing rail, rodent infestations, electrical and propane systems installed improperly, new wall construction, wall expansions, new walkways, debris being used as fill in the buffer zone, steel buried on the beaches for erosion control and sea walls installed below the high-tide water line, all completed without any permits from the required agencies.
After the investigation, Mr. Tartaglione contacted the building department to inquire why the City of Rye had not answered his complaint. He was given the response that “The city attorney’s instructions were not to respond in writing to any of the complaints with regards to Hen Island.”
Following his conversation with the building department, Mr. Tartaglione e-mailed a letter to Mayor Steven Otis and the city council. To date, the only answer he has received as to the violations was as a result of reading the comments in local newspapers.
Assistant City Manager Scott Pickup said, “The City feels that the Island has complied with everything that has been asked of it by the City’s building department based on recent inspections over this summer.” (Ref: Rye Sound Shore Review September 21st, 2007)
Paul Shew, Rye’s city manager, also questioned the validity of Mr. Tartaglione’s claims. Mr. Shew said, “No violations were found when Rye’s building inspector, along with county health and environment officials, inspected the island in July.” (Ref: New York Times September 9th, 2007)
Mr. Shew added, “The city building inspector had last visited Hen Island in July with county Health Department officials and members of the county environmental police. No health violations were observed.
” It’s private property. We have to get permission to go on-site,” Shew said. “If there’s something that comes to our attention, we’ll look at it.”

That should be good for about two days worth of personal attacks. Let ’em roll polluters!
Do you not think it is personal to people to park your turdmobile in front of a Catholic Church for DAYS ON END!
Ray will just ignore any post regarding where he parks his car. I guarantee that Ray feels that he is a ‘good person.’ One who will ‘do the right thing.’ Fat chance.
I don’t really have an opinion one way or the other re: Hen Island, but I will tell you this: Ray is a POS for parking his car near the church because he has an issue with the City of Rye. PARK THE PHUCKING CAR AT CITY HALL!!!

Exactly! Why do we all suffer because of that island?
He obviously needs the attention. I don’t get it either, he is not going away. I guess we will have to deal with him and his antics until he finds another cause.
I was just up in Scituate, Mass and they have some sewage issues in their harbor. Ray, do you like the Red Sox?
if it was considered abandoned on Milton rd why is it not also considered abandoned in front of the church? Just tow it already!
Hey, I came across some rotting old eggs left over from last April, and I’m planning on dumping them on Ray’s car. Since he continues to insult every Catholic by defacing church property and claiming to have conversations with Our Lord, I think it’s high time his POS turdmobile get spruced up with an egg shower.
And if there’s any dog walkers reading this, you might want to send Ray a clear message of what you think of his car by leaving your dog’s droppings on the car itself. I think Ray would really appreciate that, as he seems to be in love with all things shitty.
The Floatie Mobile is actually not in front of the Catholic Church nor the Presbyterian Church – is in front of a residence. More repetitive false stories from Hen Island crye babies. Clean up Ben – your sham is over.
Ray,
Come park your car on Midland. You won’t have to worry about it being towed on Midland- that’s for sure!!! Tons of traffic & exposure on a street that no one gives a shit about!!!

I cut and pasted a bulletin that is the 2008 revision to this 2003 bulletin (link below). If you go to this link, the updated bulletin hasn’t been uploaded to the web site yet. This link still contains the 2003 bulletin. It should be updated soon.
https://www.dos.state.ny.us/code/pdf/TBhuntfishcab.pdf
This NYS code was added because there are 10’s of thousands of structures all over NYS that meet this description. Note that thy are allowed anywhere in the state except NYC. There are actually other people in this world who like living the way Hen Islanders live! If you read it you would think that it is talking about Hen Island specifically. It describes Hen Island perfectly. All Rye has to do is restore the zoning that Hen Island fell under when the initial zoning was first done in Rye back in the 50’s. All of the houses over by Playland and Oakland Beach were initially zoned Seasonal when zoning was implemented in the 50’s. Hen Island was also zoned Seasonal initally. When those houses on the mainland over by Oakland Beach were changed to be zoned residential, Hen Island, instead of being left as seasonal zoning, was zoned Non-conforming Residential. Below is the updated code bulletin. If Hen Island was reclassified in accordance with this bulletin, like it should be, much of your confusion would disappear.
APA hunting and fishing cabins can be used anywhere in the state ( not NYC). The bulletin specifically states no electricity and may contain gravity water systems. U occupancy does not have plumbing requirements.
BCNYS 312.1 General. Buildings and structures of an accessory character and miscellaneous structures not classified in any specific occupancy shall be constructed, equipped and maintained to conform to the requirements of this code commensurate with the fire and life hazard incidental to their occupancy.
Here is the bulletin, updated:

Code Effective Date: January 1, 2008
Source Document: 19 NYCRR 1221 – Building Code of New York State (BCNYS)

Topic: Occupancy Classification of APA Hunting and Fishing Cabins
This document provides information with regard to the occupancy classification of hunting and fishing cabins.
A “hunting and fishing cabin” is defined, in the regulations of the Adirondack Park Agency (APA), as “a cabin, camp or lean-to or other similar structure designed for occasional occupancy for hunting, fishing, or similar purposes.” These buildings are not “single family dwellings” in the APA regulations. These structures do not have connections to public utilities, i.e., no commercial electric power, no telephone service, no pressurized water system and no onsite waste water treatment system (septic) or sewer.
Building Code of New York State (BCNYS) defines the term dwelling unit as “A single unit providing complete, independent living facilities for one or more persons, including permanent provisions for living, sleeping, eating, cooking, and sanitation.” Hunting and fishing cabins in New York State are designed for occasional use and meet the described definition. Gravity water systems for potable water, solar panels or propane/gas electric systems, gray water systems, chemical toilets, and sanitary pit privies are permitted.
It is the opinion of the Division of Code Enforcement and Administration that a building meeting the APA definition of hunting and fishing cabin is classified most appropriately as Group U occupancy by the BCNYS section 312.1. The BCNYS provides that buildings classified as Group U occupancy shall comply with provisions relating to the adequacy of the structural system. Such buildings may be constructed on properly designed foundations of concrete blocks or on piers. BCNYS section 1103.2.5 exempts U occupancy buildings from its provisions for accessibility by physically disabled persons. There are no fire protection equipment requirements; however, section 508.1 exception 3 of the Fire Code of New York State (FCNYS) provides that buildings classified as Group U occupancy be at least 50 feet from the property lines. Such buildings are classified as “low energy use” buildings by Energy Conservation Construction Code (ECNYS) section 101.4.11 or as “renewable energy usage” buildings by ECNYS section 101.4.1.2, as applicable.
A hunting and fishing cabin conforming to the requirements of this bulletin can also be constructed outside the Adirondack Park.

Mayor Otis has his own set of rules when it comes to enforcing the law. You may get this passed working for the Otis administration but I doubt it would fly in any other community in Westchester. You really have to read what the regulations state before you post it. Try twisting some other laws it fit your needs. In the 1920 you could have called them campsites but when you start spending $90,000.00 to construct a wall and to enlarge a patio (Molloy Cottage) and $300.000.00 to construct a new Cottage (Ederer cottage) and 135,000.00 on legal fees to allow you to continue to pollute the Sound and endanger the residents it’s hard to say they are fishing cottages. You could have fixed the problems already. A half of million dollars goes a long long way. I hope the City understands that that whatever fines are imposed for building the $90,000.00 illegal wall that the fines will be split between thirty four homeowners. Maybe if they impose some heavy fines they will make everyone understand that they need permission to do work on the island. If the rules and codes were followed we wouldn’t be in this mess, neighbors.
Ray Tartaglione
I think you are confusing inflation with the building code of NYS. This doesn’t need to be passed, it’s law already in the State of New York.
Jim
Thanks for the parking space offer but we will be moving the Floatie Mobile to the Clearwater festival this weekend at Croton Point Park. For all the Floatie lovers, you will find him and Jack A in the booth working with the group “Water Under Attack”. You may click below for information and tickets.

Ray T.,
Are you content with the non-conforming status of Hen Island? Are in favor of classifting Hen Island correctly or are you in favor of keeping Hen Island’s status as ambiguios as possible as to keep everyone in the dark about what is, and what isn’t?
Humiliate us in front of another community! Great news!
Ray T,
Don’t take my word for it, go ask Jonathan Glass, the man who speaks the kings english, how well the law would work if the terms used in the law weren’t defined properly. Ask him if there is anything in law analogous to “non-conforming” when it comes to defining terms of the law. That is why the law works resonably well, because everything is DEFINED properly. Hen Island should be defined PROPERLY else debacles like the one you are instigating will never cease when it comes to building code.
Ray T.,
I notice that you like the definition of Hen Island being a wetland but seem to be annoyed at the correct definition of the cottages on Hen Island. If I sold you an object defined as a diamond for $5 today then 50 years from now you sold it back to me for $1,000,000 would the object still be defined as a diamond?
No, the Rye building dept would define it as a non-conforming rock.
Ray, please don’t move that piece of crap until I’ve had a chance to dump some rotting eggs on it, maybe put sugar in the gas tank or pour coke all over the paint.
Today’s not good–the rain would help us lose the effect-
“Ray, please don’t move that piece of crap until I’ve had a chance to dump some rotting eggs on it, maybe put sugar in the gas tank or pour coke all over the paint.”
Now there are the Hen Island neighbors that I have known for years. Thanks for letting the rest of Rye see the type of people I have had to deal with for years. Mayor Otis take notice, these are the polluters you are protecting. Keep up the great work Steve!!
Ray Tartaglione
Ray, since you are in an “answering” mood today, give us a rough estimate of the number of times you or your corporation(s) have been in court (including Small Claims).
“Now there are the Hen Island neighbors that I have known for years. ”
If you knew them so well for years why did it take you so long to start labeling them as polluters?
When is Rye going to classify Hen Island correctly now that there is a classification that describes Hen Island perfectly? The bulleting was written in 2003, that was 6 years ago!
Well, I hope all citizens of this great town are enjoying their riparian rights the last couple days. When the water is up to the second floor in Indian Village on Sunday morning we can all thank people like Tedc, Joe Sack and the rest of the Republican Party for watching out for our right to water and for their disapproval of drywells.
No one is against dry wells. We are just against the city not enforcing the laws across the board when it comes to approving and installing them.
I tell tou what, if you’re into riparian rights, these last couple days have been like a holy week of religious bliss. I can’t wait until I start pumpimg out my basement and delivering thanks to the God of Riparian Rights! It’s times like these that I just pray to God I’m alive to pump out my basement filled with 4 feet of water and live to to tell the story.
Riparian Wrong,
You’re a lying sack of shit. You’re just an environmental terrorist trying to make peoples lives as miserable as possible.
Blame no one but yourself Ray. You are the typical grandstander, no real merit, just money and time. That is what you are and move your fucking car away from our church.
Really now- You people have got alot of growing up to do. I have never read such imature trash like this. All of you interact on here with Ray and in the same voice are dead against him. Since all of you have so much time on your hands why don’t you join my fight to make the roads safer. I could use a few people with alot of spare time and alot to say. You know how to reach me-I’ll be waiting.
Mr. Amico,
How about starting by getting your idol that you follow around like a little puppy dog to move his car. This would have an immediate effect on the safety of Rye’s streets. It would eliminate a permanent parked car which is hard for drivers to see around when kids jump out from behind and would also allow pedestrians better site lines when they are crossing the street. What do say?
Ray, you fruitcake.
I’m the EASTER BUNNY, you dipshit. I live on EASTER ISLAND, not Hen Island. Only chickens live on Hen Island.
If you want to live on a glorious island, much better than Hen Island, we can look into giving you some space. We’ve got electricity, running water, modern plumbing, great fishing, a few native girls to keep you warm at night (or a boy, if you prefer – I seem to recall you’re afraid of teenage girls). We’ll even carve a statue in the form of Mr. Floatie to make you feel at home.
Jim Amico writes:
“Ray,
Come park your car on Midland. You won’t have to worry about it being towed on Midland”
That’s great Jim, another parked car for kids to jump out from behind it. Another blind spot on Midland for drivers t worry about. Do you really know what you want or are you a Traffic Saftey Terrorist just trying to make the Rye City Council’s job a nightmare?
Growing up to do Amico? Please–a walking turd representing us and a car representing one mans obscure views in front of a church for weeks? That’s mature–
It’s time to attach this classification to Hen Island. Before 2003 this classification didn’t exist in NYS but now they are perfectly acceptable structures within NYS ( except NYC ). I’m sure everyone on Hen Island would be glad to rid themselves of the “non-conforming” tag including Mr. Tartaglione. One of the big advantages of this is that potable water would no longer be an issue. What is being done on Hen Island now is perfectly acceptable to NYS.

Ray is a man of his word.
I just saw the Turdmobile driving down Purchase St.
When he does return to Rye, do you think he will have the balls to park near the church again?
Just curious, lost in all of this acrimony is the best possible solutions for all.
Axis proposed using self contained or environmentally friendly toilets. This solves the sewer issue.
Bringing potable water to the island and storing it in the cisterns currently used for rainwater solves the water issue. if an individual wants to still use the rainwater, that is their choice and it affects no one else.
Ray, I will ask you again: Why don’t you push for this solution? It is cost effective and easy to implement.
Who Cares what ray does…
Hush…FLUSH
Is the bowl clean yet.
Ray T.,
Did you ask Jonathan Glass about whether there were terms in the law that were defined as “non-conforming”? In other words, are there terms in the law that are undefined? In a contract’s preamble, would there be terms in there that would be defined as “undefined”? Would Jonathan Glass advise one of his clients to sign a contract containing terms that were defined as “undefined’? Has he gotten back to you?
The below quote is from the HEALtheHARBOR.com homepage it is being used on the web site with the express permissions of Mr. Robert F. Kennedy, Jr.
”Around the world, water supplies face relentless threats from industrial waste, agricultural pollution and poor sewage treatment. The battle to protect water purity must be fought not just by national governments but also in every town and village on the planet.
Even in the U.S., which has some of the toughest environmental laws, safeguarding rivers and reservoirs is a constant struggle. While many companies obey the rules, others still try to use waterways as dumpsites. American environmental-enforcement officials have been bombed, shot, run over and sued while trying to perform their duties.
But the most demoralizing blows invariably come from their employers: the Governor or commissioner who wants to shield a political contributor or recruit polluters to the state by shutting down environmental enforcement.”
—-
“Environmental injustice is morally equivalent to any other form of racism — it has immediate health impacts and in the longer-term destroys the cultures and vitality of our highest risk communities. Above all else, pollution is a human rights violation. We need to make sure that our laws, our enforcement and all of our institutions recognize, understand and eliminate environmental racism.
The solution to environmental racism remains the same: Better, stronger, environmental enforcement that protects every community and every citizen from pollution.”
— Robert F. Kennedy, Jr.

Oh the devil will quote scriptures!!!
Flush, Hush
Is the bowl clean yet???
Ray –
Does environmental injustice include the use of your two-stroke marine engine? For those not in the know, a single two-stroke engine produces a pollution equivalent to that of 30 to 50 four-stroke automobiles.
Does environmental injustice include the use of the lead additive you put in the gas tank of the turdmobile? For those not in the know, leaded gasoline is the main source of lead in our airs and waters – which is why unleaded gas was made mandatory for all new cars in the late 60’s/early 70’s. Even very low levels of lead can cause brain damage. Ray might want to consider getting rid of the Pollution-mobile.
And isn’t that Kennedy guy a heroin addicted felon?
More bullshit rhetoric without answers or results. A poster here submitted great solutions that Ray chooses to ignore. Instead he trots out the same, tired old nonsense.
Self contained toilets and transportation of fresh water for those that don’t want to wash in rainwater are great solutions.
Ray T. writes:
“Around the world, water supplies face relentless threats”
Exactly Ray, that is why collecting rainwater is so important. Hen Island puts no stress on the fresh water supplies in this area. We recyle rain water. Why is Heal the Harbor against recycling?
I’s not surprising a person as elderly as Mr. Tartaglione thinks healing the environment means dredging across wetlands to put in a pipe for sewage and potable water. Growing up in the 60’s, back when the that famous advertisement of the crying Indian on the side of the road, sewers were the answer. Unfortunately, Mr. Tartaglione’s generation’s ideas has failed and now it’s time to move on to bigger and better ones. Sewers just dump the crap into the Sound and public water just causes people to waste it because it’s so freely available. The new generation sees this and is trying to apply new solutions. Mr. Tartaglione’s solutions are already passe and they haven’t even benn implmented. It’s time to move on past Mr. Tartaglione’s dated vision of environmentalism.
Ray T.
Did you know that 43% of the Hen Island board of directors have composting toilets installed in their cottages?
Why doesn’t Ray have a composting toilet in his cottage if he is such and environmentalist?
Westchester and Rye may be surprised by this but Hen Island is only a couple composting toilets away from being one of the only full green communities on the Eastern Seaboard. Hen Island uses solar panels for all it’s electricity, recycles rain water and isn’t far from recycling their human waste. The only thing standing in their way is Heal The Harbor. How ironic is that?

Jack A. (Mr. Floatie’s ass-istant)
Ray, would you consider bringing potable water to your shed?
Ray, if it turns out that your efforts don’t result in what you are attempting to accomplish, what will you do as far as ensuring that your house does not polute?
How are you currently obtaining potable water, and how are you disposing of your waste (both human and non-human)?
Thanks for taking the time to answer my questions
Because he is simply an attention seeker, not an environmentalist. I wonder if anything will ever sell again on Hen Island?
Ray, did you stop polluting the Sound yet?
Looks like Jack A. has spoken for 60’s style environmentalism. It’s appropriate that tommorrow Heal the Harbor will be trying to convince stoned Clearwater Festival concert goers that Hen Island is a threat to humanity. I guess those tripping on acid are the only ones left that believe Heal the Harbor.
Safer Roads,
I noticed you left out the rest of my statement! How convienent. You wouldn’t know sarcasm if it jumped up and bit you in your ass. If you are going to respond to me and quote me please do it with honesty…. I don’t hide behind my words and can handle TRUTHFUL constructive critisism. BTW- I noticed you haven’t signed your name…. what’s the problem?
Chris Henn,
FTR- WE have multiple Turds in Rye! So you consider where Ray parks his car imature and the trash written here isn’t???
Obviously you believe Ray is in the wrong…. so as adults you defend it with more wrong???? What are you stuck in 3rd grade???
Let’s have some fun today in this sleepy little suburb. Everyone redirect your down spouts from the gutters into your neighbors yard! Let’s make sure not one drop of rain enters a drywell! If you don’t participate Joe Sacks will hold special investigations to find out where your water went and why you have denied your neighbors the right to your runoff. The goal is to for everyone in Rye to have a pond as beautiful as Bob Shubert’s come Sunday night. Ya gotta love those Riparian rights.
R.I.P.,
Let’s see…… A couple buys a piece of wet lands property, constructs an outrageously beautiful pond using the natural resources provided to him from land/mother nature, the pond brings in money which is 100% given to charity. Then all hell breaks loose… which I might add the Schubert’s played no part in.
Now we are as far as talking about Riparian Rights.
I find it amusing that all of you Otis supporters leave out the beginning/middle & probably the end, when it comes, when referring to this subject.
BTW- AS the Schubert’s expert pointed out….
” DRY WELLS ARE NOT INSTALLED ON WETLANDS”
Actually NTouch – it was the city’s former naturalist – not the Schubert hired expert – who made the determination it was a wetland. The Schubert expert, Bill Canavan, only said it was likely a wetland because he was denied access to the property so he couldn’t test it.
And in case anyone now wants to try and discredit Chantal, please remember that the city’s own specially hired “expert hydrologist” – Kevin Philips – also testified publicly that the Gates property was a wetland. And Philips WAS granted access to the property.
“Otis supporters” He only has a few and most of them are on Hen Island. Unless you are talking about his suspenders, they are in his closet.
https://www.youtube.com/watch?v=ZUDT-VsHDN4&NR=1
Ray, did you put in a composting toilet yet?
So where will Ray drop his turd next? I’m sure he will park it somewhere distasteful so that he gets ‘maximum exposure.”
Loser.
Hush..flush til the bowl is clean.
” DRY WELLS ARE NOT INSTALLED ON WETLANDS”
Neither are ponds. In fact, ponds are the single worst thing to do to a wetland to destroy the natural flow of water. Also, Water stored in Shubert’s pond heats up and destroys the ecosystem in the Sound where Schubert’s pond dumps. The unnatural temperature doesn’t allow for a natural habitat to evolve or be retained. Ponds are an environmental distater as EVIDENCED by Bob Schubert’s pond. Rye’s environmentalists would now an environmental disaster even if it hit them right between the eyes.
When is the President of Heal the Harbor going to stop using his sess pool? There are solutions which are approved by the BOH and he continues to refuse to do anything about cleaning up his own life.
Is it true that 43% of Hen Island Board of Directors have made personal decisions to be environmentally responsible by using composting toilets and the President of Heal the Harbor still uses a sess pool????????? Is this clown for real?
I think he went crying to Daddy Spano.
Riparian Rights
Sounds like you’re ready to hop the new false narrative now being peddled by Councilman Cunningham that the Schubert Pond was illegally constructed?
Before you do know that this nonsense is directly refuted by a reading of the full text of the written approvals obtained years ago from multiple agencies. Interestingly none of these agencies was allowed to say “boo” when the upland Gates wetland construction took place – don’t you wonder why?
Doesn’t The Gang of Steve recognize this particularly lame late hour gambit is just what the doctor ordered for a revelation of the true forces behind the previous bureaucratic stonewalling and black letter environmental law breaking? Somewhere The Gang’s future political opponents are smiling….
Tedc,
You are so bitter. It’s amazing how much time and effort you spend trying to make people’s lives miserable. I am not hopping the new false narrative. I am for personal property rights. I am for the Gates’ right to protect their property. I also believe that getting a permit would have changed nothing. Everything was done in good faith. If Mr. Schubert’s pond is TOTALALLY reliant on ONE drywell in the whole water shed, than he made a terrible personal decision and he should man up and fix it. Stop playing the blame game. We’ve already seen the results of the opposition of the status quo with the BOE elections. If the people of this City are stupid enough to make a second mistake, they deserve everything they get.
Tedc,
I have been told that Chantal had a great living arrangement before she was let go. The city of Rye, besides empoying her allowed her to live in a house that was owned by the city. Is this true? I think so. Why haven’t you and your supports mentioned that fact? Is Chantal a disgruntled city employee? Why didn’t she even write an email indicating her displeasure with the Gates’ situation? All she claims is “poor little ‘ol me, I had no power”. It’s disgusting.
Riparian hit it on the head.
Tedc,
You consistently complain about selective application of the wetlands laws. How about your selective application of environmental outrage? WHere is your outrage that the President of Heal the Harbor still uses a sess pool on Hen Island When almost half Hen Island’s board of directors have installed composting toilets? Where is you outrage that the Pres of Heal the Harbor still uses a 2-cycle engine on the back of his boat? Where is you outrage that the Pres of Heal the Harbor rebuffs the use of rainwater which lessens the strain on fresh water resources in Westchester? You’re a sham, Tedc. You are a waste of oxygen.
Not to mention Mr. President’s car using leaded gasoline and parking it in front of churches and schools.
Why are we wasting time with attention seeking hypocrites is the real question?
R.I.P. writes: “I also believe that getting a permit would have changed nothing”. With the right people at the helm seeking a permit would have definitely changed everything! The Gates would have never been issued a permit had they seeked one…..
Do you believe that the entire case was handled properly from A-Z from the very start???
“The Gates would have never been issued a permit had they seeked one…..”
So your OK with the Schubert’s being granted a permit to tear up a wetland to put in a swamp but your not OK with granting a permit to someone to protect their property from water damage? Tell me your kidding.
NTOUCH,
Are you as bitter as Tedc? Why would people take glee in trying to screw the Gates? You, Tedc and the rest of the Rye “environmentalists” seem to take pride in trying to financially ruin the Gates and make their lives miserable. Why don’t you people move out of Rye.
Jovanovich believes: “Rye faces serious economic issues, and yet our government has been slow to act. What is needed is a sense of urgency and decisiveness on all fronts.”
Maybe Jovanovich can thank his wife who devoted many colums in the Rye Record to the Schubert’s insignificant problem. Jovanovich, a self-proclaimed environmentalist now wonders why the city hasn’t gotten anything done in the past year as his fellow environmentalists have tied up the City gov’t for days on end. You can’t make this shit up.
Environmental Terrorism is alive and well in Rye. It’s being used to change the political landscape. It is being used to install gov’t as incompetent as the people who just got elected to the BOE. Rye is in trouble if they believe this crok of shit they’re being feed. BTW, Thanks Chantal. We needed for you to speak up BEFORE we canned your ass and took away your living quarters.
Who’s trying to screw the Gates?
The only ones getting screwed are the Tax Payers of Rye. Every minute Steve and the Gang sit in those chairs all you here is KACHING$$$$$
IF the Gates gave a shit about their neighbors and the tax payers they would end this and stop hiding behind their Lawyer.
The truth to all of this lies on their property with their Illegal Dry Well!!! Stop preaching about their rights already… no one is trying to violate them and we really don’t give a shit!!
” Stop preaching about their rights already… no one is trying to violate them”
Good. Then leave them alone. I hope you keep your word.
“and we really don’t give a shit!!”
That’s painfully obvious.
oh my at last..Ray gates shubert..
Hush..
flush the bowl is clean
R.I.P.arian Rights,
Still waiting for an answer to this question: “Do you believe that the entire case was handled properly from A-Z from the very start”???
NTOUCH,
I wrote in a previous post.
” I am for personal property rights. I am for the Gates’ right to protect their property. I also believe that getting a permit would have changed nothing. Everything was done in good faith”
Notice the last line. Why don’t you read the posts. Please don’t make me repeat myself again.
R.I.P.,
Whoopdy Do For You!!! Happy 4U!
I’M FOR EVERYTHING BEING RIGHT!
YOU SEEM TO BE MISLED BY MY QUESTION!
I AM NOT JUST REFERRING TO THE GATES!!!
A-Z MEANING EVERYONE & EVERYTHING!
AND PLEASE DON’T MAKE ME REPEAT MYSELF!!!
I don’t recall anyone else involved in the work the Gates did. Gates got permission from the city to do the work and I don’t recall anyone else getting permission for anything else.It only involves the Gates. So YES, everyone who is involved with the Gates work was treated fairly.
NTOUCH,
Did you buy youe house in Rye or did you inherit it?
NTOUCH,
From some of your older posts I will assume you didn’t buy your house in Rye, you are living in the same house you grew up in. Well, If you bought your house over on Forest Avenue and paid 3,4 or maybe 5 million dollars for it I’m sure you’d fell the same way the Gates’ do . You’d tell everyone to go fuck themselves and thank your lucky stars you have a Mayor like Steven Otis and a Town Council like the one we have now. Of Course we need to say that doesn’t include Joe Sack.
If you’ve invested significant money in living Rye, you pray to God a self proclaimed environmentalist like Jovanovich or Chittenden or French never get into Rye gov’t. These guys seem absolutely clueless as to value of property ownership rights.
Truthsifter –
Your friend the Mayor is very proud of his work on wetlands. Have you ever read the law? It takes away quite a bit of property rights from homeowners, and allows the city to dictate to you what you can – and can’t – do with your property. So who is the real property thief?
RIP,
I don’t live in the house I grew up in. I did buy a parcel and build a house. Everyone has rights…. including the Gates. And I don’t recall anyone ever suggesting otherwise. SO hiding behind the term “RIGHTS” makes this whole mess okay??
BTW- YOU are still missing my point.
“I don’t recall anyone else involved in the work the Gates did”. Really….. lets see-there is your beloved Mayor @ the top of the list, the city manager, city engineer, city naturalist, contractors, hydrology specialists, entire city staff & council, etc. etc.etc. Now that I have hopefully cleared up your confusion maybe you would like to take another stab @ answering my question!!!
“Do you believe that the entire case was handled properly from A-Z from the very start”???
Well, Now that you mention it, the City Naturalist didn’t act in good faith. She COVERED UP her opinion of the situation because of apparent confusion as to what her job was. As far as all else involved, they acted in good faith.
Scooter,
You bring up an excelent point that illustrates why Otis is a good Mayor. First, no one is for trashing the environment BUT overlaying environmental laws over existing private property is a delicate issue. Otis knows this and proceeds carefully. Labeling an area of land in Rye “wetlands” where houses already exist and need to be maintained is a tricky situation. This is where the “environmental terrorists” spin their tangled web. Strapping the Gates with “clay soils so it must be wetlands” is a despicable tactic. Those houses have been there for decades and have been allowed drywells. To deny maintenance because now they are supposed wetland is not good policy. They can be encouraged to do the right thing but it’s their property and they paid MILLIONS for it. Otis seems to handle these cases brilliantly.
Truthsifter (or should I call you Steve) –
“Otis seems to handle these cases brilliantly” ??? If that’s the case, why the hell is this still going on after 3 years? Steve has completely botched this from the moment that Schubert first brought this to his attention. This is one property amongst several thousand homes in Rye, which is replete with wetland areas. I’m all for proceeding carefully, but I’d also like to see resolution in a timely manner. Is Otis waiting for Bob to die so this embarassment can fade away for him? Does that make him a good mayor?
Resolution in a timely manner? It was determined long ago this was a dispute between neighbors. What would you like the Mayor to do? Should he just cut Schubert off? What would you have done differently?
I’d like the mayor to attend to city business, not host a bad comedy show that’s a cross between Family Feud and The People’s Court.
And this may have started out as a simple dispute between neighbors, but just as an untreated scratch can lead to gangrene and the loss of a limb, an unresolved complaint against the city, with or without merit, can poison the public trust of elected officials. Steve has done a horrible job in addressing the complaint of a resident, and has opted to ignore Schubert in the hopes that Bob would lose heart and slink away. Guess what? Didn’t happen. Steve’s “brilliant” strategy backfired.
I can second that!!!
Super Steve tried that same strategy with me!
Thought and Hoped I would just go away!
SORRY TO DISAPPOINT!!!
Didn’t work and will never work!!
I don’t scare that easy and I am certainly not backing down from the truth when lives are at stake!
November can’t come fast enough!
So what specifically would you have done? Told Schubert to go take a flying leap? You didn’t answer that question. It would have also hepled if the wife of Jovanovich didn’t keep making Schubert front headlines every edition of Rye Record and work the town up into a frenzy. Shubert’s pond was priority # 1 with everyone including the NTOUCH, Tedc and Heal the Harbor. Now they’re complaining that nothing important has been done. Otis did a good job. What he should have done is put the business not on the agenda at the end of the meeting.
Media coverage has been widespread, not concentrated to The Rye Record.
A supposedly environmentalist Mayor who does back flips over a period of years not to enforce wetland laws that he says he helped write is a curious situation – and that’s a good story. Add in unpopular city managers calling in psychiatric visits for the Mayor’s critic followed by the soon thereafter “retirement” of this manager under a permanent cone of silence and its hard to imagine the story not being on the front page of newspapers throughout the region.
I can third that!!!
Super Steve tried that same strategy with me!
Thought and Hoped I would just go away!
SORRY TO DISAPPOINT!!!
Didn’t work and will never work!!
Call me Steve –
Your response is too funny. Steve does absolutely nothing, Schubert appears at just about every single meeting for 3 years, and you claim it’s the paper’s fault for printing the news???
What do you think is the role of a newspaper – cheerleading a pitiful excuse for a mayor? Ignoring what everyone is talking about what’s happening at city council meetings? You really do belong in a place like Iran, North Korea or China, where the government dictates what the news is every day, and the papers dutifully print it. Thus, government “leaders” are always doing a swell job.
Scooter,
We already got a real good view on the people you endorse. Joe Nathan was a good one! Keep it up Scooter, your credibity is already shot.
I am the Truthsifter. The truth is that Scooter just politically aligned himself with the Floatman. Scooter is a fool. He can not deny this. The previous posts prove it. Scooter has his nose up Mr. Floatie’s ass. Oh, well.
Tedc writes:
“A supposedly environmentalist Mayor who does back flips over a period of years not to enforce wetland laws that he says he helped write is a curious situation – and that’s a good story.”
Yes it is a good story, if you believe that personal property rights trump environmental laws that were recently put into effect. Tedc is a miserable excuse for a human being. We all know this.
None of our contestants have still not given a course of action Otis should have taken. They just continue to Crye. How’s that petition going that one poster said he was going to do? You know, the one that officially changes the name of our town to “Crye”.
Scooter is associated with flushing ..he certainly does not need hushing…
even when I disagree with him, he makes sense.
Welcome back scooter
According to Tedc, Mayor Otis is the Allah of Environmental Scripture in Rye. He wrote the laws and, according to Tedc, those laws should be followed to the letter. No exceptions, even for property that has existed for decades. The problem, is that Tedc’s psychosis is showing through. Tedc, as a disciple of Allah’s ( Mayor Otis) laws, is interpreting the scripture more strictly than Allah himself. It reminds you of the Crusades when there was mass killings in the name of Jesus Christ. Would Christ ever have agreed to such behavior? Allah himself is trying to stop this sick interpretation of his own laws but it seems futile. Tedc, Heal the Harbor, NTOUCH and Scooter all seem to have their own interpretations of Otis’s environmental scripture and continue to use their twisted interpretation to terrorize Crye. It is identical to Al-Qaeda’s interpretation of Islam. These disciples follow their own interpretation religiously. How can we stop these mentally deranged people from destroying Crye? It will be hard. Why do they chose to do this? Mostly, because they feel they won’t wind up in environmental heaven where they can have sex with any drywell of their choosing. As we speak there is another disciple of environmental laws now running for Town Council and his wife is speading the twisted version of Allah’s laws in the community newspapers. Stay tuned. Hopefully these environmentally religous extremists don’t start resorting to suicide vests.
Ray, are you still polluting the Sound? Did you install a composting toilet yet?
None of Heal the Harbor supporters have environmentally friendly toilets either. None of Heal the Harbor supporters have removed their rainwater cisterns. None of Heal the Harbor supporters have removed their 2 cycle outboards from the back of their boats. Shall I go on?
I wonder when all those yachts wash themselves off during the boating season where the grey water goes? Are they all equipted with a vacuum to suck the soap off them as soon as it washes off?
HICM –
If you’ve ever smelled a sailor, you’d know that keeping themselves clean isn’t a priority… but they are damn near religious when it comes to being environmentally safe.
Has anybody spotted where the Tuirdmobile is???
Meet Her Maid,
My car is in for repairs after it was vandalized by the Hen Island pollution supporters last week. It’s at RJT in White Plains. Great auto body and mechanical repairs. You may want to keep the # handy for the 24 hour towing service. (If the Hen Island pollution supporters find out you are a HEALtheHARBOR supporter) Check out the website and support a business that fights polluters in Rye. https://www.rjtauto.com/ Or you can donate to Mayor Otis’s campaign and support someone that abates pollution enforcement and supports environmental injustice in Rye.
Mr. Floatie –
C’mon, bring that pile of crap back to Rye so I can finish the job. Don’t forget to take out the sugar in the gas tank – I must have put in 3 liters of Coke! Did you find the metal shavings in the oil reservoir?
Blah blah
Flush you and yor car
is not the bowl clean yet?
Ray:
The Rye Police can get a subpoena for MyRye to find out who the Easter Bunny poster is who has admitted to vandalizing your car and has intentions on doing it again.
Was it really vandalized? What happened to it?
Beat me to it Easter! Let me finish it off!!
I don’t know about giving my business to RJT Towing. I hear the owner can be petty and infantile sometimes. [I wonder if he recycles his contaminated waste oils…]
And I wouldn’t be so quick to blame Hen Island supporters. Your antics have upset a lot of residents, many who really don’t care one way or another about Hen Island.
I’d like to end this post with “what goes around…” but I don’t condone what was done and hope that you have insurance (be careful submitting any inflated insurance claims from RJT).
Hey, if Ray complains to the police the Easter Bunny vandalized his car, maybe, just maybe, he’ll get sent to a funny farm!
Good work whomever–I am one of the Rye residents that could give a rats ass about Hen Island but am fed up with Tartaglione’s bullshit quest for popularity at our expense.
What happened to his non converter pollution spreading car?
Can we get the pollution spreading boat next?
Lets help the environment!!
Anyone know where Ray keeps his boat? I could use a good joyride…
I will see if I can find it–he must have a tough time insuring either
Ray, are you still polluting the Sound?
Have you installed a composting toilet yet?
TOMORROW @ 11am I will be on “The Midday with Meg” Miller Show. 1460am on the radio or http://www.wvox.com and you can call in with any questions or comments 914 636 0110. The entire hour is dedicated to the subject of Jarrid’s accident and my fight for a simple stop sign and street safety and the lack there of in the City of Rye. I can’t fight this fight alone. I need your help. Lets all show Jarrid how much he is loved and missed by calling in. Please tell everyone in Rye that you know about this.
Chris Henn,
You might want people to believe you are from Rye and don’t give a Rat’s as_ about Hen Island but the truth is, you are from Hen Island and you don’t give a rat’s as_ about the environment or polluting the Sound. There are a lot of people in Rye that don’t care about the Island but they do care about the way you treat the Harbor.
If you are looking for Ray’s boat it is in slip # 13 at the Marina and the Floatie Mobile can be found at 101 Westmoreland Ave in White Plains over the weekend. Next week after it is repaired from the last bout of vandalism; it will be parked on Post Road and Orchard Ave in Rye. Here is a little song you can play in the car to Quincy Dolan, Meet her Maid, The Tooth Fairy, Linus, Scooter, The Easter Bunny and the rest of the polluting Hen Islanders on your way to The Floatie Mobile and Ray’s boat. Enjoy!

Ray, why do you keep posting nonsense instead of answering the question?
Why are you still polluting the harbor with your illegal septic system?
Why haven’t you installed a composting toilet if you really care about the harbor and the enviornment?
The answer is obvious. You won’t install a composting because you really don’t give a “rat’s ass” about the enviornment and composting toilets don’t help your true agenda.
You have been exposed.
So much nonsense and crap..
Hush Flush
Is the bowl clean yet?
I thought you said I was a councilman..now am I councilman on Hen Island???
Nonsense ..FLUSH
NTOUCH,
Have you noticed that I only respond to their legitimate questions and don’t address their personal attacks? When people attack you personally it’s because they can’t address the real issues. The more they do it, the more everyone understands who and what they represent. Ever notice the polluters never use their names.
Posted by: Ray Tartaglione | June 15, 2009 at 01:00 PM
I always use my real name and I am asking legitimate questions, yet you refuse to answer.
Why haven’t you installed a self contained, environmentally friendly toilet?
Why don’t you endorse installation of environmentally friendly toilets on Hen Island?
Your refusal to answer these simple questions are proof that concern for the environment is not your true agenda.
Ray answer an objective Question?
No No just Blah Blah
Please Hush..and flush
Is the bowl clean yet?
Councilman and Island resident…
Nonsense and flush
Linus,
You really do have some growing up to do!!
Curious… why do you suppose Connors got canned?
Please tell us why the comiss got dismissed.
No Blah just the facts.
I do have my own opinion…. but the question was for you to answer.
Please…No Blah just the facts!
He has no real concerns–just attention seeking. Thats all it is. If people want to bathe in rainwater, that is their business. It is not polluting. The harbor is not being polluted–there has never been any evidence to that effect. This man is a granstander that has the time and money to bring attention to himself.
All he has accomplished is destroying property values on the island and making any decent viable candidate for city council not want to run. He has embarrased us as a small city by brining his charade to other communities to get more attention. He parks his car with Mr Floatie stickers in front of churches and schools.
Ray, what will it take to rid ourselves of you?
Looks like the Crye-O-meter hit an all-time high the last couple days. the whining is intensifing as evidenced by the needle on Crye-O-meter pinned all the way over on “tantrum”.
Looks like the number one polluter on Hen Island is the President of Heal the Harbor. Sill has an old 2-cycle engine on back of his boat. Just check it out the next time you’re in the Boat Basin.
https://www.kimointernational.org/Default.aspx?tabid=68
Additionally, he refuses to move to a greener solution when it comes to his waste. The only solution Heal the Harbor has put on the table is dredging across wetlands to put in a sewer pipe that would take all the waste on Hen Island and pump it to Mamaroneck where it would be mixed with poisonous chlorine and dumped into the Sound. Heal the Harbor also is for using the water from our reservoirs instead of recycling rain water. We also know that living arrangements on Hen Island are accepted and protected by NYS (except NYC).
wow–I read that link. 2 cycle is a HEAVY polluter–far worse then sewage. So on top of Floatie boys need for attention he is also a hypocrite?
Or hippie-crit? hahahaha
I don’t think you should put words in my mouth. I have always said composting or chemical toilets are one of the solutions. As far as recycling rain water, you are confusing recycling rain water for gardening or sewage systems, which I am all for however you need potable water for domestic use no if and or butts (pun intended). Only solutions for the water issues are desalination, drill a well or hook up to city water. I think you should stop the propaganda and fix the problems. I am happy to hear that there are now two composting systems and one incinerating toilet that are no longer polluting the Sound. That proves my point that you know there is a problem with the sewage on Hen Island and that it needs to be corrected. Keep up the good work maybe you can get rid of the ones that are opposite The Greenhaven Homeowners association beach so the parents don’t have to worry about their kids swimming in your effluents.
I don’t answer all your questions because I have answered them in the past and I have better things to do than waste my time with the same questions over and over again. Bottom line is you don’t have to be a rocket scientist to realize that the sewage systems are polluting the Sound. Trust me people aren’t stupid, they can see right thru your BS. Save your breath and fix the problem, polluters.
Ray Tartaglione
Can you point to any printed documentation where you said environmentally friendly toilets were an OK solution for Hen Island? BTW, gravity potable water systems are just fine in NYS (except NYC) so it looks like once you get your composting toilet you’ll be good to go.
Ray, so what are your short-term plans for your cottage? Are you going to do whatever you can as an individual until the City undertakes what you hope they will? I’m guessing that even if the city succumbs (or a new administration is installed) that it will still be a few years until anything is done to your satisfaction.
So what do you plan on doing to stop your cottage from polluting?
The President of Heal the Harbor writes:
“Only solutions for the water issues are desalination, drill a well or hook up to city water”
How about filling up a jug of water in the boat basin with fresh water and bringing it out to Hen Island with you? Did you convieniently forget that one? Hen Island is a seasonal place. You are well aware of that. Potable water requirements are not the same as residential homes.
You could have bought everyone on Hen Island a composting toilet with all the money you’ve spent trying to smear their reputation.
I don’t think you should put words in my mouth. I have always said composting or chemical toilets are one of the solutions.
Ray Tartaglione
That is not true, I have not seen a single statement made by you in which you endorse composting toilets.
Only solutions for the water issues are desalination, drill a well or hook up to city water.
Ray Tartaglione
Or, by transporting and storing potable water, just like at other campsites. A solution that you conveniently ignore.
I think you should stop the propaganda and fix the problems.
Ray Tartaglione
That is hysterical coming from the undisputed king of propaganda. You are the only one with cartoon characters, dressed up cars, television commercials and public disturbances. You should stop the propaganda and work towards a viable solution instead of attacking everyone.
I am happy to hear that there are now two composting systems and one incinerating toilet that are no longer polluting the Sound.
Ray Tartaglione
There are more than that, and you know it. Why don’t you have one?
That proves my point that you know there is a problem with the sewage on Hen Island and that it needs to be corrected.
Ray Tartaglione
Not having a composting toilet in your campsite proves that you don’t give a rat’s ass about the environment.
I don’t answer all your questions because I have answered them in the past.
You still haven’t answered the question. Why don’t you have a composting toilet?
Save your breath and fix the problem, polluters.
Ray Tartaglione
By your rational, you are a polluter until you put in a composting toilet.
Exposed again.
From the Journal News:
“Did anyone see the massive schools of dolphins on the Sound this weekend?
Hundreds of dolphins have been swimming together in Long Island Sound, leaving witnesses in awe of the unusual occurrence.
New Rochelle’s harbormaster, Salvatore Gugliara, said the dolphins neared New Rochelle on Saturday and were swimming about a half-mile from the city’s Davenport shore.
“It’s totally unusual,” Gugliara said. “You might get one or two that cruise through the Sound, but to get this amount of dolphins here is really unprecedented.”
Charles Bowman is president of Riverhead Foundation, a Long Island-based group researching and rescuing sea mammals in the state. He agreed that the appearance of coastal bottlenose dolphins in the Sound was unusual.
He credited their arrival to an influx of fish in the INCREASINGLY CLEANER SOUND.
“They’re feeding on some pretty significant schools of menhaden herring that are up in the Sound,” Bowman said. “They follow the food. It’s kind of like kids towards McDonald’s.”
He added that MENHADEN HERRING LIVE IN CLEAN WATERS and COULD BE COMING TO THE AREA IN LARGER QUANTITIES AS THE SOUND’S WATER QUALITY CONTINUES TO IMPROVE.”
So I guess the thousands of gallons of raw sewage that Hen Island supposedly produces is not enough to reverse the INCREASINGLY CLEANER SOUND.
