President of the Alfred Harcourt Foundation, based here in Rye. We give college scholarships to students from very disadvantaged backgrounds attending The City University of New York and The College of New Jersey. As president, I provide one-on-one counseling to each of our over 100 current Harcourt scholars. The foundation’s endowment is approximately $11 million. I was formerly chairman of Pearson Education, the world’s largest educational publisher.

Your Political Affiliation:


Republican. In my view, the greatest issue facing government in New York, at the state, county, and city levels, is the need for fiscal discipline.


Why are you running for elected office?


Rye’s city government is mired in small controversies while major issues – taxes, spending, road repair – remain unaddressed. A change in the leadership in the Council is needed, and it’s my hope to provide some of the necessary focus to help reform City government.


City elections are coming up this fall. What should we know about the elections this fall? Who else on the ticket are you supporting?


It’s great that the citizens of Rye are getting a real choice on Election Day: two full slates of candidates offering differing approaches to managing the City. I’m running with Doug French for mayor, and Suzanna Keith and Richard Filippi for City Council.


What are the three most important issues facing Rye over the next five years?


1. Taxes. The City is becoming unaffordable for many residents because of the rise in property taxes. In the last seven years, the City has increased taxes 50%. Last year’s 4.5% tax increase, during the worst recession in 75 years, was ill-considered.


2. Growth in spending. With a 78% increase in government spending over the last seven years, Rye’s surplus reserves will be exhausted by the end of this year. We need to introduce new budget discipline, new kinds of labor agreements that allow greater flexibility to control costs, and new priorities for capital spending. We should cancel plans for a new police station (estimated to cost over $20 million) and concentrate capital spending on roads and bridges, pedestrian safety, and flood mitigation.


3. City Council performance. Rye residents have watched the Council waste hundreds of hours on various subjects without reaching a resolution. We have seen the last two City Managers come and go, so that there is no continuity in managing city affairs. Residents want a Council that listens to the public, makes the necessary decision, and then moves on to the next priority. 


Rye sustained $80 million in damage in the April 15, 2007 flood.  Is Rye prepared for the next “100 Year” flood? What are the most important things we need to do to prepare, how much will they cost and how should Rye pay for them?


Rye is not prepared for the next 100-year flood.


1. Install a sluice gate at Bowman Avenue Dam; County funds.


2. Widen and deepen the ponds above the dam; combination of State, County and City funds. A bond issue may be required.


3. Protect upstream wetlands; action by County, State and neighboring communities needed.


Teachers in Rye public schools have been operating without a contract for over two years due to a stalemate between Rye’s Board of Education and the Rye Teacher’s Association. What specifically should be done to resolve this stalemate, if anything?


This is not a City Council responsibility. The newly elected Board of Education of the Rye City School District is handling this issue.


Grade Rye’s handling of the following issues over the last two years on an A, B, C, D or F scale.


Flooding and flood mitigation (Bowman Avenue dam, Elm Place Wall, Central Avenue Bridge, etc.) –  B 


The City staff has worked very hard to get results; unfortunately, the State and FEMA have been slow to give approvals. Going back decades, the City has failed to take necessary steps to mitigate flooding.


Fiscal responsibility including taxes, budgeting and labor relations (Overall budget, taxes, litigation) – D


The City has made little progress in getting its fiscal house in order. It waited too long to react to recession, and should not have raised taxes 4.5%. Labor costs (salaries up 6%, benefits over 10% last year), are rising faster than can be sustained.


Public works including condition of sidewalks and roads and snow, leaf, garbage and recycling removal – D/B+ 


Anyone driving, biking or walking around Rye can see our roads and sidewalks are in poor condition. Snow removal in downtown lots could be improved. On the other hand, the City does a good job on recycling.


Safety including policing, fire and traffic – A/C 


Our Fire Department does an excellent job, but the City has been slow to act on pedestrian safety. According to Mike Genito, former City Comptroller, it took a child being hit on Boston Post Road to put in a crosswalk.


Schools including quality and labor relations NA 


Public recreation including parks and recreational programs – A


Rye’s recreational opportunities are excellent.


Other Issue:


1037 Boston Post Road  A multi-million dollar mistake. The City bought the building in 2006 for $6.2 million as a site for a new police station. But, because of the floods of 2007, it’s unusable as a police station. The value of the building has fallen by at least 30% (according to local realtors’ estimates). With a $5 million balloon payment due next May, City should sell the building and get it back on the tax rolls.


What are your three greatest contributions to Rye?


1. Service as Treasurer of the Friends of Rye Nature Center. So many people in Rye contribute to sustaining this 47-acre jewel of untouched land in the center of Rye, even during these difficult times. As a member of the Board, I’m working on long-term plans that will keep the Nature Center and its programs thriving.


2. Service on Rye’s Board of Architectural Review. Along with my fellow board members, I have worked to prevent some of the more egregious examples of bad architecture from diminishing the charm of our neighborhoods and downtown.


3. Investigative reporting for The Rye Record on issues like the illegal dumping at Beaver Swamp Brook, which has caused greater flooding, excessive overtime expenses in City government, and the operating losses at Whitby Castle.


What are the three best reasons to live in Rye?


1.  The Schools.


2. The marvelous open spaces such as the Nature Center, Rye Town Park, the Marshlands, Edith Read Sanctuary.


3. The community spirit in Rye in which so many volunteer to make Rye a better place to live.


Where can we find you on a Saturday morning?


In good weather, playing tennis or riding my bike, and in bad, working out at the Y. And always, taking our dog for a walk.


What are your three favorite restaurants in Rye that deliver?


After 17 years in Rye, we prefer to drive to Sunrise Pizza for takeout. Favorite pizza: half-white/ half-tomato. Also, ice cream at either Piazza Pizzeria or Longford’s.


What is your favorite restaurant in Rye for a family meal?


Café Livorno, in great part because of the service and Daniel, the consummate waiter. Rigatoni al Sugo is the entrée we all enjoy. Café Livorno, 92 Purchase Street, 967-1909.


Where do you live in Rye?


We live at 647 Milton Road, across from the wonderful marina and right behind Milton School. In our 17 years here, we have also lived on the corner of Hillside Road and Grandview Avenue, and on Locust Avenue.


How else are you involved in the community?


Working with my wife Robin, who’s been the editor of The Rye Record since 2000, we have contributed to probably every Rye non-profit, either with money or time, including The Rye Historical Society, the Rye Youth Council, Rye High School (though the Rye House Tours), The Rye Free Reading Room (particularly the annual library book sale), the Carver Center, Friends of Rye Town Park, Helping Hands, Rye YMCA, The Rye Arts Center, as well as Friends of Rye Nature Center, Edith Read Wildlife Sanctuary. We held the first fund-raiser for the Save the Bird Homestead.


For me personally, the most rewarding community activity has been writing profiles of people for the paper. It’s a delight to spread the word about individuals who lead life to the fullest and contribute so much to our community. And when a longtime member of the community dies, talking to family members about what made someone loveable and admirable, and publishing their recollections, is reward in itself.

  1. Peter forgot to mention that he and his wife were both given information a long time ago about mismanagement, misconduct and incompetence by Connors and Shew and they refused to report on it.

    By refusing to report on these issues they have perhaps cost the taxpayers millions of dollars and have contributed to much of the needless discourse we face in our City.

    Did Peter and Robin let their personal feelings and beliefs get in the way of honest and accurate reporting?

    Do we really want someone like this in office? I don’t think so.

    So a little girl gets hit by on coming traffic, the results of her injuries are a broken leg, some bumps,scratches,bruises, and some mental trauma. At the end of the day she gets to go home to her family.
    On Midland Ave. a little boy is struck and KILLED by on coming traffic. 4 years later and still no one in any Administration level gives a damn!
    No crosswalk for this little boy!
    No STOP SIGN for this little boy!
    NOTHING FOR THIS LITTLE BOY!
    And you people want to write in about what a great job Otis is doing and how Otis is so good for RYE.
    SICKENING TO SAY THE LEAST!

    I too have seen historic complacency on the part of The Rye Record – but not lately. An aggressive response to Rye’s multiple issues by The Rye Sound Shore Review and The Journal News has certainly helped but I’d like to think that the change at The Record is evolutionary. Heck, the rise of MyRye is enough to give any print publisher heartburn and btw – we all benefit from media diversity.

    I for one would like to see Peter succeed in getting a chance to serve – his reputation in the media industry is impeccable and so far he’s been very modest in Rye about his many accomplishments in the world outside. That speaks to character.

  4. Jim, I assume that you would have preferred the city to take these steps, so as not to allow what happened to Jared to happen to others. Yes it is a shame what happened five years ago on Midland Ave, but we can’t fault the city for taking action now.

    As always, I try to be very respectful when the topic of Jared’s accident comes up.

    The shame lyes in City Hall!!!

    What action has the City taken that you say we can’t fault them for?
    It took them 3 1/2 years to get someone to comply w/City Ordinance corner lot sight lines and the same amount of time to correct the No Parking Zones at that infamous corner.
    I suppose I should be thankful…NOT!
    This is the shame of it all.

    They never cared to begin with and the only reason these 2 mynoot items have been attended to is to try and make me go away and not because it was the right thing to do and their job to do so. When a resident comes forward and points out danger, especially a resident who lost a child on their streets, it is their responsibilty to act accordingly!
    If you or any other taxpayer call what I just described ( 3 1/2 yrs.) acting accordingly, then, with all do respect you all need a visit from the health crisis team!!!

    I am very street wise and think with a great deal of common sense so don’t think that for one minute these clowns have me, or any one else for that matter, fooled. I see thru them like a loaf of swiss cheese!!!

    The child that was struck on BPR LIVED to tell about it, THANK GOD, the boy on Midalnd Ave. WASN’T SO LUCKY!!!
    So why is the accident where a child received a broken leg given priority and respect over the one where a child received FATAL INJURIES???

    No family should endure the phone calls the Emanuel’s and I received and the pain that accompanies them!
    Given the amount of pain my family and I have been burdened with I will do everything in my power to make sure that no other family will ever have to feel this pain!!!

    It is not something I can describe, trust me when I tell you – YOU NEVER WANT TO KNOW!!!

    FTR-Their are classmates of Jarrid that are still in therapy!

    If Otis and the City Council doesn’t give a damn about my kids maybe they might want to consider what these kids are going thru on a daily basis!!!

    I HAVE TO ASK: Why is everyone so confused on all the facts that are outlined for them??? How on Gods green earth can anyone consider letting Otis destroy Rye for another 4 years????

  6. Jim, what I was saying was that after the girl was struck on the BPR, they instituted the diet, crosswalk, etc. But they did something. At least the city took some action. I was implying (and maybe I overstepped my boundries) that I thought that you would be happy that the city actually did something this time. I’m sure you do not want any more families to go thru what you and your familiy had to endure.

    That is all I was trying to convey. If it did not come out that way, then I apologize.

    It’s all good and was not taken personal.
    I often use what is written, said or thought by others to point out the obvious and correct what is incorrect in the eyes of all in hope that everyone is PAYING ATTENTION!

    My answers and posts are usually misunderstood because most readers think I am an angry individual so if you read into my last post to you as if I took it personal I apologize because I did not.

    FTR- The only reason the BPR happened so quickly was because it was already in the works for 2 years.
    DON’T GIVE THEM TOO MUCH CREDIT!

    An administration that doesn’t care until someone gets hurt and even then they show VERY LITTLE COMPASSION!
    Do you know that my family has never received a visit from Mayor Otis since the accident?

    It wasn’t until I showed up at a Council meeting that this man even uttered a word to me with any sympathy! Yes, he was out of the country when the accident occured, but he had ample time to express his sympathy between his return and my appearence at City Hall.
    This says one thing…
    HE HAD NO INTENTION WHAT SO EVER!!!
    That alone should speak volumes of Mayor Otis!

    And Commissioner Connors, and Paul Shew whom Otis brought to Rye, has also not so much as sent a sympathy card to my family.
    Do you know that when the accident occured Connors was in the hospital and the man he left in charge, Lt.Verille, when the call came in over the radio got into his City owned vehicle and drove off to watch his kid play softball??? In the very least Connors should have been at my front door apologizing for Lt. Verille’s pathetic conduct!!!

    These are the 3 top leading positions of “OUR CITY”!!!

    Otis should not be re-elected for the very little good he has done in the past. Everyone needs to wake up and do their homework!!!
    Mayor Otis is responsible for more BAD than good by large margins and this will continue if the voters buy into his BS!!

    These men are inhuman and should be shown the door with a swift shove!!!

    You are correct about Verille not responding to your family’s tragedy that day because he chose to go watch his daughter play softball in Brewster.

    There are three things maybe you didn’t know about that day.

    1. Verille was the Acting Commissioner that day because Connors had a very serious medical emergency at his house the day before.

    2. Mimi Otis, Opie Shew and Connors all refused to take any action against Verille.

    3. I heard Verille’s daughter went 1 for 3 that day.

    Mimi Otis, Connors, Verille and Culross all need to go. They are a cancer eating away at Rye’s reputation while financially crippling the taxpayers with their foolery.

    Now, I have to ask you and everyone reading this to relate that to Hen Island.

    The residents of Hen Island collect water that is pumped into their bathroom and kitchen sinks collected from rooftops. Water that is mixed with bird feces among other contaminants. That water is stored and then connected to the showers and sinks of residents where children brush their teeth and bath, some with no filtration systems and the ones that do have filters don’t have the ability to remove the deadly bacteria.

    And now I will use your words. Why do we have “An administration that doesn’t care until someone gets hurt”

Ray……I’ll answer the question you posed to the Councilman, as well as the Mayor as well as the City Manager…regarding “potable water”…..As always, you only include the information you want as it serves you…..Please show up at the next council meeting and read Rye City Code # 108-4…..Not #108-25….108-25 does NOT apply because of #108-4…herein quoted in it’s entirety….”§ 108-4 Nonapplicability.

    This chapter (#108) shall not apply to mobile homes and mobile home courts or to transient-type occupancies and uses, including but not limited to nursing and convalescent homes, hotels, motels, tourist camps, farm labor camps, travel trailers and trailer parks and other forms of temporary housing.”…..It appears the campsites on Hen Island are seasonal/”temporary housing”…No?…..No one lives there yearound, do they?….Really, the only one who may be “brushing their teeth with bird feces” may be you…..

    “a place used or suitable for camping”.
    And here is the definition from the dictionary for the word camping
    “a place where an army or other group of persons or an individual is lodged in a tent or tents or other temporary means of shelter:”
    It is true that when Hen Island was originally started they were all campsites and did use tents. But that was between 1900 and 1952. Today all of the Holmes on Hen Island have kitchens, bathrooms, bedrooms, electricity, heat, water and some even have air conditioning. There are six Holmes on Hen Island that was issued Certificates of Occupancies including one last year. I am surprised to find out that the city of Rye is now issuing certificates of Occupancies to “campsites”. “Temporary means of shelter” should not require certificates of Occupancies. Get off it, you people have been avoiding the laws for over sixty years, it’s time to comply. Maybe you think it is also OK to rob banks as long as you live on Hen Island. Try this one next time. Only the rest of Westchester County and the rest of the United States have to comply with the law. Move to Hen Island where the laws are not applicable.

    Thank you for providing a platform for sharing news and discussion related to Rye-centric issues. The continuous re-focusing of just about anything you post on a couple of pet issues is making real discussion here difficult. I would encourage you to consider filtering / re-focusing some of the “favorites” (in particular, the Hen Island / Flush Flush “stream”) onto it’s own page or thread.

    While the health of our neighbors is a valid concern, not every single issue or post would seem to be reasonably connected to the same topic.

    Oh by the way. Remember that the city and the Hen Island board of directors said as reported in this clip from 2008 “No violations were found”. But then after persistent pressure from Ray, the city finally admitted that “they made mistakes on the original inspection” and consequently issued two pages of violations in the beginning of 2009.

    Those violations resulted in the removal of thousands of pounds of illegally stored propane and the mandatory inspection of every house (not campsite) that installed illegal electrical systems. To Hen Island credit, they have been fixing these issues all summer long with the help of licensed electricians and inspectors. Now if we can get Otis to stop avoiding his responsibility maybe, just maybe, we can get them to stop polluting The Sound and using the bird feces infected water to bath the kids.

    I for one am glad that you continue to bring the many lies and coverups to the attention of the public. Mimi Otis cannot be trusted to do so and has a lot to gain by continuing with the lies and coverups by not addressing it.

    Now instead of getting publicly caught in lies, Mimi Otis apparently does all his funny business in the presence of Plunkett so he can still lie but now he can hide behind the Attorney/Client privilege.

    This is also probably why Mimi Otis and Plunkett conducted their own investigation into the Schubert coverup? Did they do this to conceal their own culpability and misconduct?

    Ray will not answer your question because any answer will prove that either he and/or his lawyer are liars or that he illegally expanded his septic system.

    Ray has posted that his system is non-polluting because he “added septic fields”. If he did this, he did it illegally because he did not obtain the proper permits from either Westchester County Department of Health to expand the septic system or from the City of Rye Wetlands to perform this work in a wetlands buffer.

    So, to answer your question, Ray has to admit that either:

    1. He illegally expanded his septic system as he claimed here on MyRye without the proper Westchester County Department of Health septic permits and City of Rye wetlands permits.

    2. He illegally installed a self-contained septic system as his lawyer has claimed without the proper Westchester County Department of Health septic permits and City of Rye wetlands permits.

    3. Both he and his lawyer are bold faced liars and that he is using the same outdated system that most of the shacks on Hen Island is using.

    Bottom line, either Ray has broken the law or he is a liar and a hypocrite.

    Thanks for making my point that the Hen Island systems are polluting the Long Island Sound. Now that we both agree on that one, again I will say that all the systems may not be polluting but many of them are especially the ones in a two foot water table and the ones less than ten feet from the shoreline. So again (probably for the tenth time) let’s have them all tested and the ones that fail should be repaired, replaced or connected to an approved sewage disposal system. Try to stop turning this around on me and join me on fixing the problem, and although I do believe my system is OK, I do admit that the problem may include my system. So what, regardless test and fix them all but the main point here is that you agree there is a problem. Now that we all agree there is a problem, we are half way to fixing it. Now, let’s not forget about the potable water issue and then we are home free.

    Given so many of you islanders are watching closely, would anyone care to comment on the group among you who have now taken to committing felonies in the onshore Rye residential districts?

    I recall “The Easter Bunny” and “Chris Hen” were historically enthusiastic on these pages about the mayhem they visited under the cover of darkness on The Floatie Mobile.

    Now The Rye Record police blotter this week reports “multiple laughing occupants” in the car leaving the scene of the last criminal incident. This particular incident occurred next to Blind Brook Lodge – a multi unit residential complex where young children sleep.

    I think a quick search of MyRye’s back files will indicate “The Easter Bunny” and “Chris Hen” rejoicing in their “tune up’s” of the Floatie mobile.

    And a further study of the MyRye “Hen Island” story links will show them both intimately involved in ugly threats of violence and simultaneously aware of even the smallest detail of minutia concerning life on that unhappy island.

    Thus it doesn’t stretch anyone’s credibility to look back at the record of what was threatened and then what was actually delivered – multiple times.

    I’d say the CREDIBILITY of anyone taking an iron bar to smash windows or using a car to batter another vehicle in a residential district of central Rye is questionable at the very least. Don’t you agree?

I do take satisfaction that someone took an iron to a car that belongs to a man that has chosen to humiliate a population in which 99% of us can do absolutely nothing about his problem. What are we supposed to do? If Otis is reelected, can we assume it will go on? Will French do something about it?

    Discretionary enforcement is the statue that protects Mayor Otis and the city of Rye from being sued for not enforcing the law. In simpler terms if you know someone has committed murder and you have proof; if the district attorney does not charge that person with the crime, they are not held responsible to do so by law. The only recourse someone has is to expose the political figure that is not enforcing the laws so they are not re-elected.
    That, Chris is what Mr. Floatie is all about. He is about exposing a Mayor that refuses to enforce the laws put in place to protect the people and the environment.
    So you see Chris there is something 99% of you can do about our (not just mine) problem.

    As your lawsuit was making its way through federal court, this piece of crap Jovanovich and his sister moved to Rye.

    It seems that the press was not so kind to this filthy piece of crap Jovanovich while he was defending your lawsuit. So what did he and his sister do? They decided to buy their own local newspaper, the Rye Record, I believe to control what is reported and how.

    The Rye Record used to be a credible local newspaper. Once this piece of crap and his sister took over the reins, they turned it into the Buy Record.

    Jovanovich and his sister now use this newspaper to promote their own personal and political agendas (fighting sex discrimination apparently not being one of them).

    It seems to me that they disregard their journalistic integrity (what little they had) for the purpose of spewing propaganda for their political agendas and to cover up crimes and misconduct committed by their friends and political allies.

    Jovanovich Will Not Seek Reelection

    City Councilman and Deputy Mayor Peter Jovanovich declared his intention on Wednesday not to seek reelection this November.

    “It’s evident that Councilman Joe Sack will be the GOP nominee for mayor,” said Jovanovich. “As we disagree on so many significant issues, it makes no sense for me to be on the ticket.”

    He continued, “For one, I support our City staff. City Manager Scott Pickup’s performance in cutting expenses during the Great Recession, rebuilding the City’s reserves, and hiring a much-improved staff of managers has been outstanding. While he should have done a better job overseeing the Golf Club Manager, he has made great strides in remedying the situation. A much better Golf Club has opened this spring.

    “If Scott Pickup is fired, as Councilman Sack has recommended, this City will lose a good man, a man who has raised his family here. We will also lose a part of our good will as a community.”

    Jovanovich said that negotiating affordable labor agreements, protecting our neighborhoods through new land-use laws, and repairing our roads, bridges, and sidewalks —“rather than continuing to call for costly investigations and hire outside counsel to do work the City staff is capable of doing, and doing well” — should be at the top of our agenda.

    The pressure from higher salaries, pensions, and health insurance for City employees puts the tax cap at risk, noted Jovanovich. “The State mandates pensions, but we can control the rise of the other two costs through goal-driven collective bargaining. City Manager Scott Pickup has worked diligently to get the PBA to agree to contribute more to their health care costs. He needs the continued support of the Council.”

    The Councilman said that along with Rich Filippi, Doug French, and Suzanna Keith, he worked long and hard to plan and then help pass the infrastructure bond. “Councilman Sack voted against the bond, which voters approved 3 to 1 in last fall’s election.”

    Having served on both the Board of Architectural Review and the Planning Commission, Jovanovich said land-use issues are of growing debate.

    “Mayor French and I successfully resisted pressure to appoint ‘developer-friendly’ people to land use boards and commissions during our three-plus years on the Council. Rye’s land use laws need to be strengthened, not weakened.”

    With seven months left in his term, Jovanovich said he would continue to press for repairing Station Plaza, improving intersections and sidewalks near schools and downtown, and redesigning the Theodore Fremd/Purdy intersection.

    “There’s still much more to be done.”
