Rye City Manager is Out with Little Explanation

The Rye City Manager Marcus Serrano is out. Rye Mayor Josh Cohn provided little context to LoHud.com and has not responded to MyRye.com's request for comment.

Serrano was hired into the job in 2015.

"Rye city manager resigns, continuing unstable trend at the position

The city manager position in Rye is once again vacant after Marcus Serrano departed as chief administrative officer this week.

Mayor Josh Cohn said Serrano offered his resignation letter and the City Council accepted it at its meeting Wednesday night. Cohn said Serrano was nearing the end of his five-year deal with the city and both sides thought it was best to move on now.

“It was a mutual parting of ways,” Cohn said.

Serrano hasn’t been inside city hall since last Friday, though his last official day as city manager was Wednesday. He will now serve as a consultant for the city, Cohn said, though he couldn't immediately tell The Journal News/lohud.com how much he would make in that role after Wednesday's meeting.

The council appointed Greg Usry, who has been serving as chair of the city's finance committee, to interim city manager. Cohn said during Wednesday's meeting the Rye resident has a "wealth of experience" in municipal finance.

Serrano was appointed by the City Council in June 2015 under former Mayor Joe Sack and started the following month after he served as Dobbs Ferry’s village administrator for about seven years. He had previously worked for Peekskill, Port Chester, Ossining and Irvington.

Serrano was earning $195,000 annually in Rye.

“He was always amicable,” Cohn said.

Serrano could not be reached for comment."
