James Collins was born in Scotland in February 1915. In 1928, he came to the United States and subsequently graduated from Port Chester High School. In Rye his family lived on Grace Church Street and were members of the Church of the Resurrection. Collins enlisted and served in the U.S. Navy during World War II.

Collins joined the Port Chester Police Department in 1947 after coming home from the war. He worked as a detective and was ultimately promoted to sergeant in 1956, and then to lieutenant in 1962. He also worked as the liaison officer between the Police and its auxiliary police force.
After retiring, James Collins died unexpectedly in Florida on vacation. He was 68 when he passed, leaving behind his wife, Vera Paladino Collins, and his two daughters. More on Collins.
