In honor of Labor Day, we’re highlighting Rye resident Charles E. F. Millard, whose career has focused on pensions, retirement security, and public service.
Charles E. F. Millard is a notable American business executive and political figure, best known for his role as the Director of the Pension Benefit Guaranty Corporation (PBGC) from 2007 to 2009, under President George W. Bush. He was the first Director of the PBGC to be confirmed by the U.S. Senate, and during his tenure, he was instrumental in reducing the agency’s deficit from $18.9 billion to $11.2 billion by 2008. Millard implemented a new investment policy at PBGC, though it was met with mixed reactions and some controversy later on.
Before his work at PBGC, Millard had a varied career in both the public and private sectors. He served as a New York City Council member, representing Manhattan’s Upper East Side as a Republican, and later became President of the New York City Economic Development Corporation (EDC). In this role, he was involved in significant projects like the redevelopment of 42nd Street and Times Square under Mayor Rudolph Giuliani’s administration.
After leaving PBGC, Millard continued to work in the financial sector, including serving as the Head of Pension Relations at Citigroup, where he oversaw the firm’s relationships with pension investors globally. He remains active as a consultant on pension and retirement issues, frequently writing and speaking on these topics.
Charles E. F. Millard is closely connected to Rye, New York, where he resides with his wife Gwen on Eldredge Court. The Millards have raised their nine children in Rye. They attend Church of the Resurrection.
