Y!? Can You Hear Me Now? Open Mic Downgraded—Items on the Agenda for City Council Wednesday – July 15, 2009

Let's check the batting order and highlights from the 19 agenda items for the Wednesday, July 15th city council meeting. The Council will adjourn into Executive Session at 7:01 p.m. to discuss litigation and attorney/client matters. You can start to watch at 8pm.

Very interesting – resident "open mic" item has been moved from its perennial first spot to agenda item #8, which means residents wanting to speak on issues not on the agenda may have to wait until well past 8pm to speak. Highlights:

  • Dinner. Public hearing to revise the Rye City code to allow for outdoor dining.
  • Y!? There is no place to park. Public hearing to restrict parking on Mead Place.
  • Respect your elders. Public hearing to adopt a local law for Senior Citizen Rent Increase Exemption (SCRIE).
  • Can you hear me now? Public hearing on the Special Permit Application (#TC011) submitted by MetroPCS New York, LLC to co-locate a wireless telecommunications facility on the roof top of 66 Milton Road.
  • Open Mic. Never dull. Residents may be heard who have matters to discuss that do not appear on the agenda.
  • Appointments and nominations – various for EMS and boat basin.
  • WWI. Resolution to accept a donation from the VFW Post 7550 for repairs to the World War I Monument.
  • Paving the way. Bid Award for Annual Street resurfacing (Contract #2009-04).
    Roll Call.

The next regular meeting of the City Council will be held on Wednesday, August 12, 2009. This regular meeting will include a presentation of the Capital Improvements Program.

  1. Looks like the people who turn out to participate in our locally challenged democracy get to wait again. This even after the council members spend an hour of golden time with Mr. Plunkett behind closed doors helping him pocket his world class billings.

And look at this item about modifying the City Code for street dining. What City Code? Isn’t the progressive practice of those who love the “Gang of Steve” to just decide enforcement selectively based on what they think they can get away with? So why bother revising this so called City Code – isn’t it now just words on paper?

  2. Item # 9 is to rewrite the parking regulations. I guess they are trying to stop me from parking my car in the City. I think it’s a waste of time; Ray has drivers working 24 hours a day. That means they will just have to move the car every two days. I guess the drivers will not sleep as well on the midnight tour. Try again Mr. Plunkett!! Mayor why don’t you just enforce the laws in place on Hen Island and I will go away and take my car with me?

  3. Why is Otis moving the residents can speak on matters that don’t appear on the agenda from the top of the agenda to the bottom?

I thought Rye had to detail what litigation they are to discuss in secret.

Why does Otis continue to hide behind Plunkett and keep everything secret by cloaking important matters concerning Rye taxpayers under the Attorney/Client privilege? Is there something going on that Otis has to hide from and doesn’t want to testify to?

Otis wouldn’t know open government even if it hit him square in those smug lips of his.

I guess some wireless phone companies looking to make money are more important than the residents being heard on their issues.

I guess after Lt. Falk of the Rye P.D. apparently screwed up in towing the Floatie mobile, Otis has to change the law. Too bad for Otis and everyone else because you can keep changing the laws but it won’t make Falk any smarter, any more truthful or any less prone to retaliate.

  4. Blah! Blah! Blah!
    Ray’s Bull Scrap Car.
    Parking where he dares.
    Frankly my dear
    Who the hell cares.

    Flush! Flush!
    Is the bowl clean yet.

  5. Ode to Bull Scrap man:

    A man twisted psychologically
    Greatly challenged sociologically
    Astute only in scatology
    A study in deviant pathology

    oh my apology
    That was the last “ology”

  6. How about this poem Linus???

    The Anomalous Island

A little way off from the shoreline
    Set in Long Island Sound,
Lies the kingdom that’s known as Hen Island,
To none of our laws is it bound.

The City of Rye and the County
Have sent their inspectors to see
    If antediluvian dung pits
    Flow into the Sound routinely.

“Why, nothing is wrong here,” they’ve stated.
    “There’s no violation!” they’ve cried.
But perk tests have proved they’re mistaken –
Raw sewage goes out with the tide …

Hen Island they’ve termed an anomaly,
    “It deviates from the norm,”
So they can pollute the environment
Each day from evening to morn.

What then of the gas situation?
    With propane tanks galore –
There could be a humongous explosion
    But officials prefer to ignore.

And hey, there’s no potable water:
They use what drains off of the roof.
It’s full of e coli and guano –
We’ve had it tested for proof.

The rusty remains of a boat dock
Have sat on the beach for some time.
Must someone get grievously hurt here,
Before the dock owner is fined?

When asked why they won’t clean their act up
    Folks on Hen Island reply,
“We’ve done it this way forever –
You can’t make us change, so don’t try.”

If you went to Rye Beach or Playland
And took away cart-loads of sand,
Rye City officials would hunt you down
With ticket and summons in hand.

But if on Hen Island you wanted
To build up your own little plot,
“Looks O.K. to us,” they would tell you,
“You’re breaking the law, but so what?”

Send an e-mail to Rye City
And one to the County as well,
Tell them to uphold the laws
Tell them you’re mad as hell.

  7. “WHAT A JOKE WE HAVE BECOME”…..

MAYOR OTIS HAS DONE HIS BEST TO FINANCIALLY DESTROY OUR ONCE BEAUTIFUL AND PROUD CITY! BUT-IT’S NEVER TOO LATE, WE CAN OVERCOME THE DAMAGE OTIS HAS CAUSED!!
FIRST WE HAVE TO THROW OUT THE TRASH!!!
    “SAY NO TO OTIS”!!!!!!!!

  8. Very clever Ray.

Are you still polluting the Sound?

Have you installed a composting toilet yet?

Your silence on these questions is deafening.

  9. And just so no one is kept in the dark (like the Mayor wants) – there are now a string of unanswered questions piling up on how O. Paul Shew’s silence about his multiple apparent acts of malfeasance was bought with Rye taxpayer money. New developments and revelations are coming out in real time. It seems when you do certain things as a direct report to Mayor Otis you can be uniquely compensated for shutting up after the acts. What an ugly mess – as usual.

  10. Dear Stevie Blunder:

Has Stevie dug himself a hole that he can’t use Rye taxpayer money to pay Plunkett and Culross to get him out of it?

Will the Rye City Council throw Stevie yet another lifeline and let him phone a friend? Maybe the friend in Massachusetts?

The Rye City Council is enabling Otis when they do nothing.

Since the City Council won’t do anything about Otis the voters need to disable Otis by not voting for him.

  12. Hey “Stevie Blunder”/”Lt. Otis”-

How’s your campaign goin? For someone who has soaked the city for 5 years w/bogus lawsuits and feigned workman compensation injuries you have become nothing more than a tick on the back of a bitch. Make sure your fence installers have their green card.
I hope employing illegal aliens doesn’t come up as a campaign issue.

  13. Garnet Graduate,
Where did you get the “Graduate” idea from??? Your maturity level shows otherwise…by the looks of all your idiotic posts doesn’t seem possible you made it past Elementary School!!!
Sad thought that you would have anything to do with the City of RYE!!!

  14. I think we need to wake the Easter Bunny to finish off the car.

Can you hop back from the Pacific to take out ass-le’s piece of crap car?

  15. sidewalk dining how will this impact the open container law when patrons decide to have their cocktails out on the public sidewalk?

  16. Alas, his pockets are full.

The residents of Hen Island are a bunch of pot smoking degenerates. How this and their activities have been allowed to carry on for so long, I just don’t understand!

Oh what wonders I could do with a ferry and a bulldozer in the dead of night.

  17. So correct Rye mom. Why we have to put up with the Hen Island charade is inexcusable–they pay little, do not vote here, and they humiliate our town. Most of them I am sure are fine people but, well we know one who is nothing but an attention seeker–

    Please secede Hen Island!

  18. Polluters. Please. The sound has never been cleaner, the bird crap is an individual decision that YOU can correct.

find a new crusade–yours certainly has no merit. And you KNOW it–I guess you can’t turn back.

Spare us Ray. Please. Go back to Dobbs.

  19. Ray, did you install a composting toilet yet or are you still polluting the Sound?

From what I understand, many of your neighbors have installed composting toilets, why haven’t you?

Are you still washing in bird feces or have you emptied your rain cisterns and filled them with fresh water?

    You have no credibility.

  20. Ray, Hen Islanders receive NO SERVICES???

Care to expand on the NO services (as opposed to “not the level you would like”)?

Ray, you always try to make yourself out to be a martyr. Please stop.
