The City of Rye Police Department is attempting to locate a missing person: Edward Richard, a 77 year old white male, 6’2”, 180 to 190 pounds, dark gray hair, last seen wearing a green parka, khaki slacks, and sneakers. He was last seen in the vicinity of Dogwood Lane.
