185 COVID-19 Positives in Rye; 1,238 Westchester Resident Deaths – Tuesday, May 12, 2020

For Tuesday, Westchester reported the following City of Rye numbers:
185 total COVID-19 cases since inception;
11 active COVID-19 cases (this assumes the remaining 174 have run the average two week contagion cycle and are no longer active);
1 new COVID-19 cases.
During his update Tuesday, Rye guy and Westchester County boss George Latimer reviewed the seven criteria Governor Cuomo has outlined as necessary to move forward to the first stage of re-opening. Westchester is part of a the seven county Mid-Hudson region, and all seven counties must meet the required hurdles:
- (Yes, met) Metric #1—Decline in Total Hospitalizations. Region must show a sustained decline in the three-day rolling average of total net hospitalizations (the total number of people in the hospital each day) over the course of a 14-day period. Alternatively, regions can satisfy this metric if the daily net increase in total hospitalizations (measured on a 3-day rolling average) has never exceeded 15.
- (Not Met) Metric #2—Decline in Deaths. Region must show a sustained decline in the three-day rolling average of daily hospital deaths over the course of a 14-day period. Alternatively, regions can satisfy this metric if the three-day rolling average of daily new hospital deaths has never exceeded 5.
- (Not Met) Metric #3—New Hospitalizations. Region must experience fewer than 2 new hospitalizations per 100,000 residents, measured on a three-day rolling average. New hospitalizations include both new admissions and prior admissions subsequently confirmed as positive COVID cases.
- (Yes, met) Metric #4—Hospital Bed Capacity. Regions must have at least 30% of their hospital beds available.
- (Yes, met) Metric #5—ICU Bed Capacity. Regions must have at least 30% of their ICU beds available.
- (Yes, met) Metric #6—Diagnostic Testing Capacity. Average daily diagnostic testing over the past 7 days must be sufficient to conduct 30 tests per 1,000 residents per month.
- (Yes, met) Metric #7—Contact Tracing Capacity. Number of contact tracers in each region must meet thresholds set by the Department of Health, in collaboration with the Johns Hopkins University School of Public Health and Vital Strategies.
As of Tuesday afternoon, the Mid-Hudson region met five of the seven criteria to move to Phase One reopening. You can view the metrics guiding reopening and also see the industries reopening by phase.

Important to note expanded reporting now shows fatality data from all nursing homes in the State, including The Osborn in Rye.

- Fatalities of Westchester residents: 1,238
- Fatalities at Westchester nursing homes – The Osborn Home in Rye is reporting four (4) confirmed COVID-19 deaths and five (5) presumed COVID-19 deaths thru May 10th. There is no data from Rye Manor or Vienna Senior Housing.)
- Fatalities in Westchester: 1,360
- Numbers of persons tested: 113,647
- Tested positive: 31,472
- % Positive results: 27.7%
- Persons tested today: 984
- New positives today: 88
