On Sunday December 7, 2025, at approximately 12:45am, Rye PD received several calls from residents regarding an erratic driver operating an Audi Q5 on Forest Avenue in the area of the Playland Parkway. The vehicle was located, a traffic stop was initiated. Vyacheslav Istomin was identified as the operator and sole occupant. Police report the Audi had two flat tires on the driver’s side, though it is unknown how Istomin damaged his vehicle. Officers administered Standardized Field Sobriety Tests which Istomin failed. PD arrested Istomin, age 40, of Suffern, New York. Istomin was charged with New York State Vehicle and Traffic Law 1192.4 Driving while Impaired by Drugs, as well as multiple other Vehicle and Traffic Infractions.
Istomin was arrested and transported to Rye Police Headquarters where he provided two urine samples for submission to the Westchester County Lab for analysis. Rye PD reminds people that booking charges are merely accusations and the defendant(s) are presumed innocent unless and until proven guilty in a court of law.
