Running for County Legislator (District 7)

Your Name: Anant Nambiar

Running for: County Legislator District 7

MyRye.com: Why are you running for County Legislator?

Nambiar: I am the incumbent County Legislator for District 7, and I am running to continue representing our communities and making sure residents’ needs are addressed at the County level. I am particularly focused on the difficult challenges that no single municipality can solve alone, including flooding, affordability, economic development, and opportunities for our residents and small businesses.

Why are you running for County Legislator now?

Nambiar: As the incumbent, I want to build on the work begun during my first year in office, particularly on flooding and infrastructure, regional cooperation, and the County’s major assets in Rye. My private-sector experience and prior service on the Mamaroneck School Board and Town Council give me a useful perspective for getting that work done.

What is your party affiliation?

Nambiar: Democrat

Please summarize your public service experience and contributions.

Nambiar: I have served as County Legislator for District 7 since January 2026. Before joining the County Board, I served on the Town of Mamaroneck Council from 2024–2025 and as a Mamaroneck School Board Trustee from 2009–2012. Across these roles, I have focused on practical problem-solving, fiscal stewardship, and working across different levels of local government.

Describe your core base of electoral support.

Nambiar: In the 2025 general election, I received 68% of the vote, reflecting support that extended well beyond registered Democrats. I try to represent the entire District and focus on practical local issues rather than viewing every issue through a partisan lens.

What are the three biggest opportunities where Westchester County government can be helpful to the City of Rye over the next 3-5 years?

Nambiar:

  1. Flooding and water infrastructure: Continue investing in flood and stormwater mitigation, sanitary sewer improvements, and regional watershed planning. Flooding crosses municipal boundaries, so the County is uniquely positioned to help communities coordinate solutions while improving Long Island Sound water quality.
  2. County properties in Rye: Improve communication and coordination between Rye and the County on Playland, Marshlands Conservancy, Edith Read Sanctuary, County roads, and other County assets. These properties are major community resources, and managing and planning for them should be closely coordinated with Rye.
  3. Long-term investment: Support Rye’s long-term planning priorities, including its Comprehensive Plan, downtown revitalization, and major infrastructure needs such as the Theodore Fremd Avenue wall project.

What are three of the most important services the County provides to City of Rye residents?

Nambiar:

  1. Parks, recreation and environmental stewardship: The County provides Rye residents with access to exceptional recreational and natural resources, including Playland, Marshlands Conservancy and Edith Read Sanctuary. It also has an important responsibility to invest in, maintain and protect these properties so they remain community assets for future generations.
  2. Provide County services including roads, sewage, transportation, public health, emergency preparedness: The County provides many services including public-health protection, mental-health and social-service programs, senior and disability services, and coordination of police, fire, EMS and emergency-management resources. The County also operates the Bee-Line bus and ParaTransit systems and invests in roads, bridges, sewers, wastewater facilities and other infrastructure that no municipality can effectively manage alone. For Rye, that includes transit connections, County roads and regional investments that affect flooding, sanitation, mobility and Long Island Sound water quality.
  3. Provide training & support to Rye officials & staff offering guidance, technical assistance & support on a wide range of operational issues.

Should the county be reimbursing Rye for the cost of emergency services in and around Rye Playland?

Nambiar: The County and its municipalities regularly provide services to one another without chargebacks. Based on that arrangement, it’s hard to make the argument that Rye should automatically be reimbursed for police or emergency services associated with Playland. I do support an open discussion on how costs should be shared between the County and Rye because Playland can create higher demand on Rye’s police, fire and EMS resources.

Flooding

What are the three areas where the County can be most helpful to the City of Rye in relation to flood mitigation measures?

Nambiar:

  1. Continued investment in upgrading the sewer system as part of the County Capital Planning. Rye is part of the Blind Brook sanitary sewer district with existing commitments of $91MM with an additional $2.6MM+ allocated in 2027 for sanitary sewer line repair, treatment plants & pump station improvements over the next 10 years.
  2. The County will lead a Long Island Sound Watershed analysis from 2027-2028 to assess options on how to improve flood & stormwater mitigation, and long term planning.
  3. Improved cross-municipal communication and planning including via LISWIC (Long Island Sound Watershed Inter-municipal Council) and projects with Town of Harrison, Village of Mamaroneck, Town of Rye on Beaver Swamp Brook & Mamaroneck River.

Deer Management

The City of Rye has its first deer management committee, realizing that the massive overpopulation of deer has decimated our parks and forests, our native plants and gardens and has been one of the factors contributing to the spread of invasive species.

Almost any solution will require the active cooperation of Westchester County, and in particular the County’s parks department as they oversee Edith Read Sanctuary and Marshlands Conservancy.

Will you actively encourage the county to cooperate with any deer management solutions supported by the Rye City Council?

Nambiar: Absolutely. I support the County working closely with the City of Rye and New York State DEC to evaluate effective deer-management options, particularly given the County’s stewardship of Marshlands Conservancy and Edith Read Sanctuary. I have already raised this issue with the County Parks Department, and I will continue pushing for the County to be an active partner.

Rye is prepared for the next “100 year” flood. Not yetExtreme rainfall can overwhelm aging and undersized infrastructure, which is why continued investment in flood mitigation and regional watershed planning is essential.
The County should follow Rye and consider its own gas leaf blower banNot yetI support reducing emissions and noise from County operations, but I would want to establish that available electric equipment can reliably meet the operational needs of the County’s large properties before imposing a countywide mandate.
The County should eliminate the use of gas leaf blowers on its own properties in RyeNot yetSee above
Rye Playland is in good hands with Westchester County.YesThe County has made Playland a priority and is committed to its continued investment and revitalization. I will continue working to ensure that Playland succeeds as both a regional attraction and a good neighbor to Rye.
