Emily Padilha Baldwin was appointed by unanimous vote at the Rye City Council meeting on February 11, 2026 to the council seat vacated by new Mayor Josh Nathan.

Prior to her appointment, Baldwin was already serving on the Rye City Traffic and Pedestrian Safety Committee. As a leader of the Friends of Beaver Swamp Brook, she worked to fight the development of 67 Grant Avenue in Harrison alongside the Beaver Swamp Brook. She has also served on the junior boards of NY Cares and The Valerie Fund.

“She has learned a lot about flooding in a very short period of time,” said Mayor Nathan, in reference to her work on Grant Avenue. “That’s a key priority. She also represents a younger crowd in Rye, and we’re trying to cover all of Rye up here.”

Baldwin earned an MBA from Stanford University’s Graduate School of Business and a Bachelor of Science in Human & Organizational Development from Vanderbilt University. She runs The Move MBA, a service that assists seniors and families during transitions. She began her career in investment banking at Morgan Stanley, later worked in brand management at Pepperidge Farms, and led new business development for a technology startup.

Baldwin grew up largely in Rye, attending Rye Presbyterian Nursery School, Milton Elementary School, and Rye Middle School. She returned to the city in 2021. She and her husband have two children who have attended RPNS, the Rye Nature Center’s Forest Preschool, and the Rye Arts Center, and who are part of the Osborn Elementary School community.
