The Rye PD issued 17 violations for a construction truck operating on Rye roadways. The truck, owned by a Bridgeport company and working on a Harrison job site, was 30%+ overweight and operating with defective brakes.

On Wednesday, September 24, 2025 at approximately 9:37am, Sergeant Lance Hinrichs observed a commercial 1999 Freightliner vehicle (tri-axle truck) traveling in the area of Playland Access Drive and Theodore Fremd Avenue. Hinrichs noticed the vehicle was operating without a Highway Use Tax (HUT) decal, required for commercial vehicles exceeding 18,000 pounds, and without an International Fuel Tax Agreement (IFTA) decal, required for certain vehicles exceeding 26,000 pounds, with three or more axles, and operating in multiple jurisdictions. A traffic stop was initiated, and Police Officer Jesse Calcagni was requested to the scene. The vehicle, which was hauling a load of asphalt to a job site in Harrison, was subjected to a Level 1 DOT inspection which included a weights and measures check.

Inspection results revealed the vehicle was operating significantly above its legal allowable weight of 56,000 pounds, weighing in at 73,250 pounds. Additionally, the vehicle was found to have multiple safety violations, including two inoperative brakes and one brake system out of adjustment, resulting in 50% of the vehicle’s braking capacity being defective. Due to these violations, the vehicle was immediately placed out of service and towed from the scene by RJB towing. In total, the vehicle owner, AF Quality Construction LLC of Bridgeport, Connecticut, was cited for 17 separate violations on the New York State Department of Transportation (NYS DOT) inspection report. The operator of the vehicle, Antonio Trowell, age 43 of Bridgeport, Connecticut, was also issued summonses.

“The City of Rye Police Department remains committed to ensuring public safety through proactive enforcement of commercial vehicle regulations,” the Rye PD said in a statement. “Inspections such as these are critical in preventing unsafe vehicles from endangering motorists on New York State roadways.”
