The Osborn Home, about to undergo a significant expansion, skipped Wednesday’s Planning Commission meeting after it requested an adjournment until the next Commission meeting on Tuesday, January 27, 2026. In December, the Planning Commission moved closer to greenlighting its approval of The Osborn Home’s plan.

Commission Chair Nick Everett told MyRye.com “There are a broad range of issues raised by the Commission and public that are being carefully reviewed with the assistance of City’s staff and technical consultants. The City’s consultants have completed their initial review, but the applicant has not completed their response, especially relative to stormwater retention.”

Much of the recent attention has been focused on concerns of stormwater runoff at the southwest corner of the property, at the corner of Theall Road and Osborn Road.

“When the consultant review is complete and the Commission is satisfied that all substantive comments have been addressed, we will make the decision on a SEQRA declaration as required by law,” said Everett. “If it is a negative declaration we will move on to the final review and consideration of a resolution. If the Commission issues a positive declaration we will start the EIS process with the applicant.”

During the group’s December meeting, Everett seemed to indicate he would support a negative declaration – planning ‘speak’ indicating approval – saying at the time “I feel comfortable that we can give this a negative declaration.”

A “positive declaration” would trigger the need for an environmental impact statement (EIS) – more in depth study that would add time and cost to the project.
