The city council’s agenda for its meeting at 6:30pm on Wednesday, July 16, 2025 is out. The Council will convene at 5:30pm and adjourn into executive session to discuss personnel matters, Rye Country Day School, and Playland/School tax refund status. The meeting will also be aired on Cablevision Channel 75 and Verizon Channel 39.  We’ll also see you on the Internet (live and archive).

Formal office hours of the Mayor and other officials have been suspended.

Let’s check the batting order and highlights from the 23 agenda items.

  • Open Mic. Members of the public may be heard on matters for Council consideration that do not appear on the agenda.
  • Brian’s Bran. Report of the City Manager.
  • Fresh Debate Taking Root on Ethics? Resolution authorizing engagement of Steven G. Leventhal, Esq., to review the City’s Code of Ethics for an amount not to exceed $10,000.
  • Updating the Rulebook. Consideration of proposed revisions of the Rules and Regulations of the City of Rye Police Department, including Registered Offender Information, Major Incident Notification, Death Investigation, Private Person Arrest, Limited English Proficiency Services, and Juvenile Operations.
  • Firing up Revisions. Consideration of the proposed revisions of the Rules and Regulations of the City of Rye Fire Department, including Position Descriptions, Classification Specifications, Career Tracks, and Fire Officer Development.
  • Downtown Business. Discussion of the Central Business District Committee Report. 
  • Pitching Park Improvements. Presentation on potential Gagliardo Park improvements and potential field improvements. 
  • Raking in the Changes / Positively Electric. Public hearing to adopt a local law to repeal Chapter 133 “Noise” Section 133-7 “Lawn maintenance equipment regulations” in its entirety and amend Chapter 122 “Leaf Blower Regulations” Section 122-4 “Use of gas leaf blowers” of the Code of the City of Rye to amend the timeframe for the use of gas-powered leaf blowers.
  • Chartering a New Course. Public hearing to adopt a local law to amend Article 6 “City Council” Section 6-2(C) “Powers and Duties”, amend Article 8 “City Manager” Sections C8-2(B) and (C)(1) “Powers and Duties of City Manager”, rescind Article 12 “Department of Public Safety” and create a new Article 12 “Department of Police” and new Article 13 “Department of Fire” of the Rye City Charter, and to reestablish the position of Police Commissioner and to establish the position of “Fire Chief.”
  • Who Let the Dogs Out? Consideration to set a public hearing for the August 6, 2025 meeting to adopt a local law to amend sections of Chapter 76 “Dogs” Section 76-5 “Running at large prohibited; exceptions” to extend the off-leash hours during the off-season and to transfer the registration from the City of Rye to the Town of Rye. 
  • Let’s Hear It. Consideration to set a public hearing for the August 6, 2025 meeting regarding Crown Castle’s request for modification to existing wireless facilities in the City’s right-of-way. 
  • Tow the Line. Approval of settlement in Henry v. Vincents Towing, City of Rye. 
  • Contract Closed. Approval of settlement in H&L Contracting v. City of Rye
  • Need a Flood of Cash. Resolution authorizing the filing of a Climate Smart Communities grant applications for the Rye comprehensive plan project, the Locust Avenue Bridge replacement project, and the Blind Brook wall engineering feasibility study. 
  • Youth on the Rise. Resolution authorizing the City Manager to execute an intermunicipal agreement with the County of Westchester to provide a positive youth development program. 
  • Rectory Reserved. Consideration of a request by Christ’s Church for the use of City Streets (Rectory Street) on certain dates: 09/07/25, 09/27/25, 12/06/25, 06/14/26.
  • Patronage. Appointments to boards and commissions.

The next regular meeting of the City Council will be held on Wednesday, August 6, 2025, at 6:30pm.
